Synopsis

BOTH CTLR AND PLT RPTS CHRONICLE A LNDG AT FAI WITHOUT ATC CLRNC AND SUBSEQUENT CONFLICT WITH VEHICLES ON RWY.

Narrative

ACFT X WAS ON THE ILS AND TOLD TO EXPECT LNDG CLRNC ON A 3 MI FINAL DUE TO VEHICLES ON RWY. THE GND CTLR HAD BEEN EXITING THE RWY BASED ON INBOUND TFC WITHOUT SPECIFIC COORD TO DO SO. THE ACFT WAS THE ONLY ARR AND I BELIEVED HE KNEW ABOUT THE ACFT. I BECAME DISTR BY ANOTHER ACFT IN THE PATTERN ON THE PARALLEL RWY. ACFT X LWOC WITH A VEHICLE ON THE RWY APPROX 10000 FT BTWN THEM. I DID REALIZE HE WAS CLOSE; BUT COULD NOT SEE WELL OUT THE WINDOW DUE TO WATER STREAKS AND CONDENSATION. I ISSUED A GAR AND AS I WAS SAYING; I SAW ACFT X TOUCH DOWN. CONTRIBUTING FACTORS: 1) THE GND CTLR WAS DISTR BY ANOTHER CTLR WHO WAS GETTING READY TO RELIEVE HIM. 2) MY COORD WITH GND WAS NOT PROACTIVE. 3) I; MYSELF; WAS EXHAUSTED FROM A 9 HR SHIFT. THE EVENT OCCURRED 5 MINS PRIOR TO ITS END. SUPPLEMENTAL INFO FROM ACN 646332: I ACCEPTED A PRACTICE ILS CLRNC WITH 'EXPECT LNDG CLRNC CLOSER IN.' CONDITIONS WERE DAY VFR WITH LOW TFC. MAINT VEHICLES WERE ON THE THRESHOLD OF RWY 1L AND I MADE AN APCH TO RWY 19R. UPON LNDG TOUCHDOWN; I RECEIVED A 'GO AROUND' COMMAND BUT I WAS ALREADY 3 WHEELS ON THE GND AND PWR OFF. WE BOTH REALIZED AT THE SAME TIME; TWR OPERATOR AND MYSELF; THAT NO 'CLRED TO LAND' HAD TRANSPIRED. FAI RWY IS OVER 11000 FT LONG. I TURNED OFF AT TXWY B AND WAS NO CLOSER THAN 4000 FT FROM THE VEHICLES.
