Synopsis

AN EMB145 ON NORMAL TKOF AT 128 KTS ATTEMPTED TO ROTATE. NOSE WOULD NOT COME OFF GND. ABORTED TKOF AT 140 KTS.

Narrative

NORMAL TKOF FROM ZZZ ARPT. MY FO WAS FLYING THE ACFT. AT V1 (128 KTS FOR THIS FLT); I CALLED TO ROTATE THE ACFT; THE FO BEGAN PULLING THE YOKE BACK. AT ABOUT 135-140 KTS; THE FO HAD THE YOKE AT THE FULL AFT STOP. THE NOSE OF THE ACFT WAS NOT ROTATING (COMING OFF THE GND). AT THIS TIME WE ABORTED THE TKOF. WE EXITED THE RWY AT THE INTXN OF RWY 1 AND RWY 33 WITHOUT INCIDENT. SUPPLEMENTAL INFO FROM ACN 648600: ON FEB/XA/05 AT APPROX XA00Z; WE WERE OPERATING ACFT. WE RECEIVED THE ACFT AND EVERYTHING WAS PERFORMED ACCORDING TO SOP. AFTER RECEIVING CLRNC; WE TAXIED FROM THE RWY 15 AREA TO RWY 1. WE WERE GIVEN TKOF CLRNC AND WE PERFORMED A STATIC TKOF. WE WERE AT APPROX 44500 LBS -- WELL UNDER THE LIMIT FOR A REDUCED PWR TKOF. THE CAPT (PNF) CALLED V1; ROTATE AT APPROX 130 KIAS. I TRIED TO ROTATE THE ACFT; AND AFTER FULL SCALE AFT DEFLECTION OF THE YOKE; THE ACFT DID NOT ROTATE. I ANNOUNCED I WAS REJECTING TKOF AS THE CAPT WAS CALLING 'ABORT; ABORT; ABORT.' I USED A MAX EFFORT REJECT; MAX REVERSE THRUST; MAX BRAKES. WE STOPPED THE ACFT ON THE RWY; EXITED THE RWY; TAXIED TO THE GATE AND DEPLANED PAX. WE CONTACTED MAINT AND DISPATCH. WE WERE GIVEN A DIFFERENT ACFT AND WE COMPLETED THE TRIP. AFTER RETURNING; WE WERE PLACED ON REDUCED REST AND HAD AN XA25 LOCAL SHOW. I AM NOT SURE WHY THE ACFT WOULD NOT ROTATE. AT THE TIME OF ROTATION; OR LACK OF ROTATION; I DECIDED IT WOULD BE SAFER TO STOP THE ACFT RATHER THAN TRY TO CONTINUE; ESPECIALLY WITH ACFT SO CLOSE TO OUR DEP PATH. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED THE FO HAD THE YOKE TO THE FULL AFT STOP AND THE AIRPLANE WAS NOT ROTATING. RETURNED TO THE GATE AND ADVISED THE COMPANY. A PLANE CHANGE WAS MADE. MAINT WAS ADVISED TO PULL THE FLT RECORDER AND CHK THE AIRPLANE FLT CTLS. THE AIRPLANE WAS THEN TEST FLOWN WITH NO FAULTS FOUNDS. THE AIRPLANE WT WAS WELL WITHIN LIMITS PER THE PAPERWORK. THE AIRPLANE WAS NOT CHKED FOR PROPER LOADING WHICH MAY HAVE REVEALED THE CAUSE OF NO ROTATION. CALLBACK CONVERSATION WITH RPTR ACN 648600 REVEALED THE FOLLOWING INFO: THE AIRPLANE WAS PROPERLY CONFIGURED AND WELL UNDER THE WT FOR A REDUCED TKOF. THE AIRPLANE WAS CHKED BY MAINT AND THEN TEST FLOWN AND NO MALFUNCTIONS WERE FOUND.
