H25B CAPT DESCRIBES CLOSE CALL TFC PATTERN EVENT WITH CESSNA WHILE LNDG AT PWK.

Narrative

ON APCH INTO PWK; WE WERE CLRED FOR THE VISUAL TO RWY 16. UPON CHKING IN WITH TWR; WE WERE ASKED TO CANCEL OUR IFR AND CIRCLE FOR RWY 34. THERE WAS A LITTLE CONFUSION AS TO WHERE OTHER TFC WAS AT. WE HAD BEEN CLRED FOR THE VISUAL BUT NOT TO LAND; AND CESSNA HAD BEEN CLRED TO LAND. WE WERE IN R TFC AND THE CESSNA WAS IN L TFC. WE STARTED OUR BASE AS TO KEEP US OUT OF CHICAGO'S AIRSPACE ON THE BASE LEG. TWR ASKED US TO SQUARE TO TURN AND SLOW. WE WERE ALREADY AT APCH SPD. WE S-TURNED OVER FINAL AND TURNED BACK TOWARDS THE ARPT. AT THIS POINT; THE ACFT WAS IN NO POS TO LAND. WE WERE ABOUT TO BEGIN A GAR WHEN TWR ASKED THE CESSNA AHEAD TO GO AROUND AND MAKE L TFC. AS THE CESSNA WENT AROUND; HE MADE AN IMMEDIATE L TURN IN FRONT OF US. A TA WAS ISSUED FROM TCASII; BUT NO RA DUE TO PROX TO GND. WE WERE APPROX 400-500 FT AGL. TWR SEEMED TO LOSE SITUATIONAL AWARENESS AS THEY SEVERAL TIMES ASKED US TO SQUAWK VFR WHICH WE ALREADY WERE; AND ON DEP OF MISSED WE WERE ASKED TO MAKE R TFC TO RWY 34 WHERE ON TCASII ANOTHER ACFT WAS AT SAFE ALT AND 3-4 MI. WE SAID 'UNABLE R TFC' AND WERE GIVEN L TFC. AFTER LNDG AND TALKING WITH TWR; WE WERE ADVISED CESSNA WAS A STUDENT PLT PRACTICING LNDGS AND WERE TOLD THIS IS A PROB WITH TIGHT AIRSPACE WITH VFR TFC FLOW WITH NUMEROUS JETS AND SMALL AIRPLANES.
