Synopsis

AN MD80 CAPT SLOWED HIS ACFT ON ORD RWY 22R AT INTXN 27R CAUSING ATC TO ISSUE A GAR TO THE FOLLOWING ACFT.

Narrative

WE WERE LNDG RWY 22R AT ORD. OTHER LNDG RWYS WERE RWY 27L AND RWY 27R. FO MADE THE LNDG. AFTER PASSING TXWY C; I ASSUMED CTL OF THE ACFT APCHING TAXI SPD. THE NEXT AVAILABLE TURNOFF WAS RWY 27R. ANTICIPATING INSTRUCTIONS TO TURN ONTO RWY 27R TO EXIT THE RWY; I CONTINUED TO SLOW DOWN. WHEN NO INSTRUCTIONS WERE ISSUED; I LOOKED AT THE RWY HOLD SHORT LIGHTS FLASHING AND THOUGHT THERE MUST BE A REASON NOT TO TURN ONTO RWY 27R; AND I STOPPED AT THE HOLD SHORT LIGHTS. BY THE TIME I REALIZED I NEEDED TO JUST GET OFF THE RWY; MY HESITATION CAUSED THE ACFT BEHIND ME TO GO AROUND. ALTHOUGH CONTINUING ACROSS RWY 27R AND EXITING AT TXWY R WOULD HAVE BEEN MORE APPROPRIATE; I ALLOWED MYSELF TO BE INTIMIDATED BY THE RWY HOLD SHORT LIGHTS. SUPPLEMENTAL INFO FROM ACN 657917: THE APCH; LNDG; TOUCHDOWN; AND ROLLOUT WERE NORMAL. AS THE PLANE DECELERATED; I SWITCHED TO MANUAL BRAKING AND THEN SENSED THAT THE CAPT WAS BRAKING ALONG WITH ME. BECAUSE OF THIS; AT THE 60 KTS CALL; I SAID 'YOU GOT IT;' AND THE CAPT TOOK CTL OF THE ACFT. WE HAD DECELERATED ENOUGH SO THAT WE COULD EASILY MAKE THE TXWY R TURNOFF. BUT THE CAPT KEPT BRAKING AND WE GOT SLOWER AND SLOWER. AS I REALIZED WE WERE SLOWING ALMOST TO A STOP; I WAS ABOUT TO ASK HIM WHY; BUT THE TWR BEAT ME TO IT; YELLING; 'ACR XXXX WHY ARE YOU STOPPING ON THE RWY?!?!?! GET OFF THE RWY; TURN L; R ON RWY 27.' AT LEAST I THINK THOSE WERE THE INSTRUCTIONS; BUT I'M NOT SURE. ALMOST IMMEDIATELY AFTER THAT; TWR TOLD THE AIRPLANE BEHIND US ON APCH TO GO AROUND. ALL I COULD THINK AT THAT TIME WAS THAT THEY WERE ALSO LNDG AND TAKING OFF ON RWY 27; TWR DIDN'T WANT US ON RWY 27; DID HE? WAS THE HURRIED CLRNC TO TURN L; NO R; ONTO RWY 27? THAT WAS COMPLETELY UNEXPECTED AND ENDED UP IN THE 'DOES NOT COMPUTE' FILE OF MY BRAIN; AND PROBABLY THE CAPT'S; TOO. I AM GUESSING THAT TWR SAID THIS JUST TO TRY TO GET US CLR OF THE RWY BY ANY MEANS POSSIBLE. IT IS IMPORTANT TO POINT OUT ALSO THAT TWR DID NOT GIVE US RWY EXIT INSTRUCTIONS ON LNDG; UNTIL HE STARTED YELLING AT US. I HAVE TO PRESUME THAT TWR THOUGHT WE WERE GOING TO EXIT AT TXWY R THE WAY MOST ACFT LNDG RWY 22R DO. THIS EVENT REINFORCES THE IMPORTANCE OF BRIEFING AND PAYING ATTN TO THE PLANNED TXWY FOR EXIT AFTER LNDG. AND FOLLOWING THE STANDARD PROC OF CLRING THE LNDG RWY AS EXPEDITIOUSLY AS POSSIBLE.
