Synopsis

AN A320 WITH AN INBOUND LOG RPT OF SIGNIFICANT TAIL SECTION VIBRATION IN CLB AT 280 KTS. THIS ITEM WAS DEFERRED WITHOUT REQUIRED INSPECTIONS.

Narrative

ON THE LAST HR OF MY WORK WK (MY FRIDAY AT XA00) ACFT X ARRIVED IN ZZZ. THE CREW WROTE UP A SIGNIFICANT VIBRATION IN THE TAIL DURING CLBOUT. I MET WITH THE LEAD AND THE MECHS AND PROCEEDED TO EVALUATE THE ACFT. WHEN I DEBRIEFED THE CREW; THEY SAID THEY HAD A MOMENTARY VIBRATION FELT IN THE AFT GALLEY AND ON THE FLT DECK. I WENT TO THE MAINT MANUAL; AND REVIEWED MAINT TIPS. I MISTAKENLY MISREAD THE TROUBLESHOOTING TREE AND FELT THE PROB POINTED TO A BAD BODY FAIRING SEAL (A KNOWN AND REGULAR PROB WITH AIRBUS). MY MISTAKE OCCURRED IN READING TIP WHICH STATES 'AFT CABIN OR FORWARD AND AFT CABINS' - BUT I READ 'AFT CABIN OR FORWARD CABINS.' SINCE THE PROB WAS IN THE FLT DECK AND THE AFT GALLEY; I DISMISSED THIS AS BEING ANOTHER BAD SEAL. I CONFERRED WITH THE OUTBOUND CREW WHO WERE OK WITH THE DEFERRAL PROCESS. UPON RETURNING TO WORK; I REVIEWED ACFT X AND WAS HORRIFIED TO SEE IT OTS FOR AIRFRAME VIBRATION! SINCE THE ACFT LEFT SO LATE IN MY SHIFT; AND IT WAS MY FRIDAY; I DIDN'T GIVE IT A THOUGHT DURING MY DAYS OFF. IF ONLY I HAD READ MORE SLOWLY; OR DOUBLECHKED WITH MAINT CTL; I WOULD NOT HAVE MADE THIS ERROR. SUPPLEMENTAL INFO FROM ACN 658387: WHILE I WAS AT THE ACFT; I DID NOT PERFORM ANY MAINT. I FEEL SINCE I WAS NOT INVOLVED IN THE MAINT OR THE CARRY FORWARD ITEM; THE FOREMAN SHOULD NOT HAVE INPUT MY FILE NUMBER AS THOUGH I HAD BEEN INVOLVED AND AGREED WITH THE FOREMAN'S ACTIONS; WHICH I DID NOT AGREE. SUPPLEMENTAL INFO FROM ACN 658632: MY ISSUE IS WITH THE MAINT FOREMAN'S USE OF MY COMPANY IDENT IN THE CARRY FORWARD ITEM USED TO RELEASE THE ACFT TO SVC. WHILE I WAS ON THE SCENE; I ACCOMPLISHED NO MAINT AND DID NOT AGREE WITH MAINT PROC USED BY THE FOREMAN AND THE USE OF MY FILE NUMBER.
