Synopsis

A G200 WINGTIP STRUCK THE RWY DURING A GUSTY XWIND LNDG.

Narrative

ACFT DEPARTED BOS FOR AN FAR PART 91 FLT TO MVY. THE ATIS AT MVY WAS RPTING WINDS 010 DEGS AT 23 KTS GUSTING TO 31 KTS; CLR SKIES; 18 DEGS; ALTIMETER 30.01. CAPE APCH CLRED THE CREW FOR THE VISUAL APCH TO RWY 6 AND WE PROCEEDED TO CONFIGURE THE ACFT FOR SAID APCH. THE PF CALLED FOR AND I ACCOMPLISHED ALL CHKLIST PROCS. AT APPROX 5 MI FROM THE ARPT ON A 45 DEG ENTRY TO THE DOWNWIND; THE CREW SELECTED FLAPS 12 DEGS. AS THE KRUGER FLAPS DEPLOYED; THE CREW RECEIVED AN AMBER KRUGER UNBALANCED EICAS MESSAGE AND AN AMBER KRUGER INDICATOR. THE CREW RELAYED THIS INFO TO THE TWR AND REQUESTED AND RECEIVED PERMISSION TO CIRCLE THE ARPT AT OUR ALT OF 3000 FT SO THEY COULD ACCOMPLISH THE CHKLIST PROCS. THE CREW WAS UNSUCCESSFUL IN CLRING THE FAULT SO THEY INCREASED THEIR LNDG DISTANCE BY THE REQUIRED 15% AND COMPARED THIS NEW NUMBER WITH THE AVAILABLE RWY AT MVY. THE CREW DETERMINED THEY NEEDED APPROX 5100 FT AND HAD 5500 FT AVAILABLE. THE CREW RE-ENTERED THE PATTERN ON A L DOWNWIND AND PROCEEDED WITH THE APCH. (THE KRUGER UNBALANCED MESSAGE WENT AWAY WHEN THE FLAPS WERE SELECTED TO 40 DEGS. THIS INFO WAS RELAYED TO THE TWR PRIOR TURNING FINAL.) TURNING FINAL TO RWY 6; THE CREW REQUESTED AND RECEIVED A WIND RPT OF 010 DEGS AT 26 KTS WITH NO GUSTS. THE CREW RPTED APPROX +15 KTS WIND GUSTS ON A 5 MI FINAL AND +/-10 KT WIND GUSTS ON A 1/2 MI FINAL. THIS WAS RPTED TO THE TWR AFTER LNDG. DURING LNDG; THE CREW USED A XWIND TECHNIQUE TO COUNTER WIND DRIFT. UNFORTUNATELY; THE PITCH ATTITUDE INCREASED JUST PRIOR TO TOUCHDOWN DUE TO A WIND GUST CAUSING A LOSS OF GND CLRNC WITH THE L WINGTIP. THE WING CONSEQUENTLY CONTACTED THE GND (A SMALL 2 INCH BY 1 INCH SECTION AND STATIC WICK WERE AFFECTED). NEITHER THE CREW NOR THE PAX WERE AWARE THAT ANYTHING HAD HAPPENED UNTIL INFORMED BY A LINE SVC MAN THAT THE TWR SUSPECTED WE HAD SCRAPED THE L WING. THE ACFT WAS WRITTEN UP AND IS IN MAINT.
