A SAAB 340 DEICER BOOT TIMER LIGHT WAS DEFERRED AS INOP PER THE MEL. MANUAL OP OK. USED WRONG MEL REF AND DISPATCHER NOT ADVISED.

Narrative

ACFT ARRIVED WITH A WRITE-UP 'ENRTE DURING BOOT CHK TIMER LIGHT CAME ON DURING SECOND STABILIZER CYCLE.' I REFED SAAB MEL BOOK AND FOUND THAT THE DEICER TIMER CTL COULD POSSIBLY BE DEFERRED UNDER MEL 30-2. ALTHOUGH 'MAINT TASKS' WERE NOT INCLUDED IN THE MEL 30-2; I ARRANGED THE 'OPERATOR REQUIRED TASKS' TO BE PERFORMED BY MYSELF ON THE GND AND 2 RUN-QUALIFIED MAINT PERSONNEL; IN ORDER TO CONFIRM COMPLIANCE WITH THE MEL 30-2. ALL ITEMS CHKED GOOD; NORMAL INFLATION AND DEFLATION OF THE BOOTS OCCURRED. I THEN CONTACTED MAINT CTL TO REQUEST AUTH FOR MEL 30-2. WHILE CONSULTING MAINT CTL WITH THE DISCREPANCY; THE CTLR ADVISED ME THAT MEL 30-5 WOULD BE THE PROPER MEL NUMBER DUE TO THE FACT THAT THE WRITE-UP PERTAINED TO THE TIMER LIGHT. AFTER REVIEWING MEL 30-2 AND 30-5; I FOUND NO DIFFERENCES WITH THE MEL REQUIREMENTS AND SYS CONFIGN EXCEPT 'ADVANCE NOTIFICATION TO DISPATCH REQUIRED;' BOTH REQUIRED THE BOOT DEICING SYS TO ONLY BE OPERATED IN MANUAL MODE WHICH WAS FOUND TO STILL BE OPERATING NORMALLY AND BOTH REQUIRE 'BEFORE DISPATCH INTO KNOWN OR FORECAST ICING CONDITIONS; ALL DEICER BOOTS ARE GND CHKED IN MANUAL MODE; AND NORMAL INFLATION AND DEFLATION IS VISUALLY CONFIRMED.' SO; AUTH WAS ISSUED FOR MEL 30-5.
