CE560 PLT DURING DEP; REQUESTS VECTORS TO AVOID WX. CTLR ADVISES TO 'STAND BY;' PLT REQUESTS VECTORS AGAIN; CTLR ADVISES TO 'STAND BY.' CTLR ADVISES PLT THAT MVA IS 5100 FT AND TO CHK HIS ALT. PLT AVOIDS WX; TERRAIN VISUALLY AND ADVISES CTLR HE IS VFR.

Narrative

WHILE HOLDING SHORT OF THE RWY WITH CONVECTIVE WX IN THE VICINITY OF THE ARPT; I ASKED TWR FOR A L TURN AFTER TKOF INSTEAD OF THE NORMAL R TURN. I ALSO ASKED THEM TO FORWARD A REQUEST TO APCH FOR A WX DEV TOWARD LODDI INTXN (THERE WAS SUBSTANTIAL CONVECTION AND PRECIP IN THE VICINITY OF OUR FIRST FIX). TWR APPROVED OUR REQUEST FOR A L TURN ON DEP AND TOLD US THEY WOULD FORWARD THE REQUEST TO DEP CTL. WE DEPARTED IN VMC BELOW THE WX AND WERE TOLD TO SWITCH TO DEP. I CHKED IN; ADVISED APCH OF THE WX I SAW (VISUALLY AND ON RADAR) IN THE VICINITY OF THE VOR AND ASKED FOR A DOWN RANGE CLRNC -- EITHER A HDG OR DIRECT LODDI; TO AVOID THE WX. WE WERE TOLD TO 'STAND BY.' SEVERAL SECONDS ELAPSED AND AGAIN I QUERIED ABOUT ACCEPTABLE COURSE CLRNC AND WAS AGAIN TOLD TO 'STAND BY.' IN RETROSPECT; I WAS NEVER GIVEN A HDG; TFC CALLOUT OR HELP OF ANY KIND BY APCH CTL. 1 OR 2 MI AFTER WE WERE TOLD TO 'STAND BY' FOR THE SECOND TIME; WHAT APPEARED TO BE A SUPVR CUT IN ON COMS IN A HARRIED TONE AND TOLD US TO 'CHK OUR ALT IMMEDIATELY; THE MVA FOR OUR SECTOR WAS 5100 FT.' I CALMLY REPLIED TO HIM THAT I HAD GOOD VISUAL ON ALL TERRAIN; BUT HAD NO INTENTION OF FLYING INTO THE WX NEAR THE VOR -- AND ASKED THEM AGAIN FOR AN ACCEPTABLE ROUTING. HE SEEMED UPSET; AND DURING A CRITICAL PHASE OF FLT WHILE WE WERE ACCOMPLISHING AFTER TKOF CHKLISTS; CREW COORDINATING AND TILTING THE RADAR ANTENNA; ACTUALLY USED UP PRECIOUS AIR TIME AND SECONDS TO GIVE US A LCL PHONE NUMBER TO CALL AFTER LNDG! DURING THE ENTIRE DEP I WAS NEVER GIVEN A HDG TO FLY OR MODIFIED CLRNC LIMIT. THERE WAS NO LOSS OF SEPARATION; BECAUSE HE NEVER CALLED A SINGLE AIRBORNE TARGET TO US. I DID NOT SEE ANYBODY ON TCAS. MY CONCERNS WERE FOR WX AND TFC AVOIDANCE. THE SUPVR'S CONCERN WAS FOR THE TERRAIN THAT I HAD ALREADY RPTED TO HIM I HAD IN SIGHT. AS WE PROCEEDED E AND JOINED THE SID; FROM THAT POINT; THE TERMINAL DEP WAS NORMAL.
