BE36 PVT PLT HAS A COMPLETE ELECTRICAL FAILURE ON AN IFR FLT PLAN AND CONTINUES VFR.
ON MAR/WED/06 AROUND XA00; I WAS ON AN IFR FLT IN VMC FROM IRK TO L02 WHEN AT THAT TIME I LOST ALL ELECTRICAL NAV SYS IN THE PLANE I WAS FLYING AND OWN. I ANALYZED THE PROB AND FOUND THAT THE PLANE WAS SAFE TO CONTINUE ON SINCE IT WAS SEVERE CLR ALL THE WAY TO IRK. I MADE NUMEROUS CALLS TO FLT SVC ON MY CELL PHONE ADVISING THEM OF MY ELECTRICAL OUTAGE AND THAT IT WAS NOT AN EMER AND THAT I WAS GOING TO CONTINUE ON INTO IRK VFR. MY CELL BATTERY WAS WEAK AND I WASN'T ABLE TO CONTINUE TALKING MUCH. I DID ASK ABOUT MOA'S ENRTE AND WASN'T CLR ON WHETHER OR NOT THEY WERE ACTIVE. ONCE I SPOKE WITH ZKC AND IDENTED THAT I COULD CONTINUE ON VFR AND TOLD THEM I COULD REMAIN CLR OF ALL THE ST LOUIS CTLED AIRSPACE. I HAD A HANDHELD GPS THAT I USED TO NAV TO KIRKSVILLE. I WAS SURPRISED WHEN I LANDED IRK THAT FSS HAD A MESSAGE TO CONTACT ZKC ON A 913 AREA CODE. I IMMEDIATELY CALLED ZKC. THEY THOUGHT THAT I WAS CONTINUING IFR AND THAT IT WAS NECESSARY TO LAND AT THE NEAREST ARPT. I TOLD THEM THAT I WAS NEVER TOLD TO LAND AND IF I HAD BEEN THAT I WOULD HAVE. I ALSO TOLD THEM THAT I HAD TOLD THE FSS OR CTR PEOPLE THAT I COULD CONTINUE ON VFR AND STAY CLR OF ST LOUIS CTLED AIRSPACE. THE LADY TOLD ME SOMEONE WOULD BE CALLING ME TO DISCUSS AND GO OVER THE FLT.
