Synopsis

EMB-135 FLT CREW HAS DISAGREEMENT WITH RAMP PERSONNEL REGARDING BAGGAGE LOADING AT MCO.

Narrative

ALL PAX AND BAGS WERE LOADED AND WE PUSHED BACK. WE WERE AT 35274 (MAX ZERO FUEL WEIGHT). THE RAMPER SIGNALED TO START ENGS; BOTH ENGS WERE STARTED. THE RAMPER SAID HE HAD ONE MORE BAG TO PUT ON; I RESPONDED THAT WE COULD NOT TAKE ANY MORE BAGS BECAUSE WE WERE AT OUR ZERO FUEL WEIGHT. HE SAID THEY WERE PUTTING ONE MORE BAG ON; AGAIN I RESPONDED WE COULD NOT TAKE ANY MORE. AT THIS TIME WE GOT AN EICAS MESSAGE THAT THE BAG DOOR OPENED. I IMMEDIATELY SHUT DOWN THE #1 ENG; AND CALLED OPS BECAUSE THE RAMPER WOULD NOT LISTEN. OPS INQUIRED IF THEY PUT TOO MUCH FUEL ON AND I STATED NO IT WAS ZERO FUEL WEIGHT AND THE BAG CANNOT GO. THE DOOR MESSAGE SHOWED THE DOOR WAS SHUT AND I VERIFIED FROM THE RAMPER THAT THE BAG WAS NOT PLACED IN THE CARGO BIN. WE COMPLETED OUR ROUND TRIP AND WHEN WE LANDED BACK IN MCO I DISCUSSED WHAT TRANSPIRED WITH THE RAMP SUPVR. HE ACKNOWLEDGED THEY SHOULD NOT HAVE OPENED THE DOOR WITH THE #1 ENG RUNNING AND THAT HE WILL EXPLAIN TO THE RAMP PERSONNEL THAT THE FLT CREW HAS THE FINAL AUTHORITY.
