Synopsis

L30 CTLR EXPRESSED CONCERN REGARDING INCIDENT WHEN GAR ACFT WAS NOT XFERRED FROM TWR TO TRACON UNTIL APCHING HIGHER MVA.

Narrative

CRJ WENT MISSED APCH ON RWY 25 DUE TO WINDSHEAR ON RWY 25 FINAL APCH COURSE. THE ACFT WAS NOT FLASHED TO ME ON HDOF UNTIL ACFT WAS 6 MI W OF LAS VOR; JUST ABOUT TO ENTER THE 6000 FT MVA. HE INITIALLY CALLED HIMSELF 'XXX WITH YOU.' DURING THAT TIME; THE TWR LAUNCHED 2 RWY 1 DEPS; AND THERE WERE 2 MORE GARS ON RWY 25. BECAUSE ACFT DID NOT IDENT HIMSELF AS 'ACR X;' I DID NOT HEAR/CATCH THE 'XXX.' ACR X THEN CALLED ME TO ADVISE HE WAS RESPONDING TO A LOW ALT ALERT; TURNING AND CLBING. I ISSUED A SAFE ALT AND A TURN TO AVOID A VGT DEP THAT WAS TURNING BACK TO THE LAS VOR. I WAS NOT GIVEN ANY DIRECTION AS TO WHAT WAS COORD WITH THE GAR ACFT AND ISSUED INSTRUCTIONS I FELT WOULD SEPARATE ALL THE IFR ACFT. I HAD TO CALL AND STOP DEPS; AGAIN NO COORD WAS EFFECTED WITH ME DURING THE CHAOTIC GAR ACTIVITY. FINALLY GET CTL OF THE SITUATION AND HAD ACFT XFERRED TO THE RECEIVING CTLR(S). THIS WAS A VERY UNSAFE SITUATION BECAUSE OF POOR PROCS; LACK OF COORD AND NOT FOLLOWING PROCS THAT WERE IN THE SOP/LOA AND NOT ADVISING ME; THE DEP CTLR.
