A CRJ700 BORESCOPE INSPECTION WAS COMPLETED AND CLOSED. SUBSEQUENTLY; AN IGNITER LEAD SPRING WAS FOUND ON THE GND. THE SPRING WAS REINSTALLED IMPROPERLY.
THIS RPT IS IN REGARDS TO AN INCIDENT I WITNESSED. I WAS NOT SURE THAT A VIOLATION HAD OCCURRED UNTIL I DID SOME RESEARCH AND WAS INFORMED THAT AN INSTALLED COMPONENT WAS DEFECTIVE. THE INCIDENT INVOLVES THE BORESCOPE OF THE R-HAND ENG. I WAS ASSIGNED TO THE PRE-SVC CHK AND WHILE SVCING OIL I NOTICED THAT A PIECE OF THE GRAY IGNITER LEAD WAS LYING ON THE GND. I SHOWED THE PIECE TO AN INSPECTOR AND PLACED THE PART (A SPRING) ON THE MAN LIFT. AFTER THE ENG WAS CLOSED; ASSUMING THE SPRING WAS INSTALLED; WE DID THE ENG RUN FOR LEAK CHK. POST ENG RUN (AND AFTER OUR LUNCH BREAK) I DISCOVERED THAT THE SPRING WAS LYING ON THE GND AGAIN. AFTER APPROACHING THE MECH ASSIGNED THE TASK; HE SEEMINGLY KNEW EXACTLY WHAT I WAS HOLDING IN MY HAND. THE MECH THEN WENT INTO THE HANGAR TO GET A WRENCH TO INSTALL THE SPRING. UPON RETURN; NO TORQUE WRENCH OR TECH DATA TO ACCOMPLISH THIS; HE INSTALLED THE SPRING. THIS PART CANNOT BE INSTALLED SEPARATED. BAD PART; REPLACE IT. I VERIFIED EVERYTHING I WAS ABLE TO WITH OUR QA AND OUR AMM; OTHER MECHS WERE ALSO ASKED SO I WOULD BE SURE THAT I HAD A LEGITIMATE CONCERN. I BELIEVE THIS SHOULD BE INVESTIGATED AT THE EARLIEST POSSIBLE TIME. TORQUE WRENCHES AND PROCS ARE ALSO AN ISSUE; BAD PARTS ASIDE.
