Synopsis

A B737-300 WAS IMPROPERLY FUELED ON THE GND AND THE FUELER MISREPRESENTED THE FUEL LOAD AND WHETHER HE DRIPPED THE TANKS.

Narrative

ACFT HAD AN INOP FUEL QUANTITY GAUGE. A SECOND RELEASE WAS ISSUED WITH AN INCREASE IN CLRED FUEL AND THE FUELER DIDN'T RECEIVE THE PAPERWORK. I REALIZED THAT THE FUELER HADN'T GIVEN US THE FUEL SHEET; HADN'T GIVEN US THE CORRECT FUEL PER RELEASE #2; AND WASN'T HOOKED UP TO THE ACFT ANYMORE. WHEN HE DID GIVE US THE FUEL SHEET; I QUESTIONED HIM ABOUT BEING 800 LBS SHORT (10.1 VERSUS 10.9) AND IF HE DRIPPED THE TANKS. HE INDICATED THAT I ACTUALLY HAD 10.9 AND THAT MY FUEL QUANTITY INDICATOR WAS JUST READING LOW. I THEN ASKED IF HE DRIPPED THE TANK PER THE MEL AND WHY THE FUEL SHEET DIDN'T INDICATE THE PROC WAS FOLLOWED. HE THEN BACK-STEPPED AND SAID HE ONLY RECEIVED THE FUEL REQUEST FOR RELEASE 1 (10.1) AND IT WOULD BE AWHILE BEFORE HE COULD GIVE US THE FUEL WE NEEDED; NEVER ANSWERING ME ABOUT DRIPPING THE TANKS. I INSTRUCTED HIM TO CONTACT STATION OPS FOR THE SECOND FUEL REQUEST AND THAT THE TANK WOULD NEED TO BE DRIPPED. AFTERWARDS; I INFORMED THE STATION AGENT WHAT TRANSPIRED AND SHARED MY DOUBTS ABOUT THE FUELER TELLING ME THE TRUTH ABOUT GIVING ME THE CORRECT AMOUNT OF FUEL. THE FUELER THEN REQUESTED THE MANUAL ON HOW TO DRIP THE TANKS; WHICH FURTHER INDICATED TO ME THAT HE DIDN'T DO IT THE FIRST TIME. MY BIGGEST CONCERN HERE IS THAT THE FUELER TRIED TO MAKE ME BELIEVE THAT I HAD THE RIGHT AMOUNT OF FUEL WHEN HE KNEW I DIDN'T HAVE WHAT I WAS ASKING FOR; COVERING UP THE TRUTH WITH A FAULTY FUEL GAUGE.
