CRJ200 FLT CREW IS CONCERNED WITH TXWY MARKINGS AND ATIS CLOSURE ANNOUNCEMENTS AT LEX.
I BELIEVE THAT LEX NOTIFICATION OF THE CHANGES TO THE RWY; TXWYS; AND TO RWY 22 ITSELF ARE NONSTANDARD; NON EXPLICIT; AND UNSAFE. LEX'S RECENT 'TXWY REALIGNMENT' HAS BEEN RPTED IN THE NEWS ALONG WITH A RWY REPAVING. BOTH WERE RPTED AS MINOR DEVS TO NORMAL. THE CAPT AND I REVIEWED THE NOTAMS: LEX 4/22 ASDA 7003 TORA 7003 TODA 7003 LOA 6604 WEF 0608202200. THIS MATCHED OUR TEMPORARY DATA FROM DISPATCH LABELED 22T LNDG REDUCED TO 6603 FT PER NTM 08/24. WE USED TEMPORARY DATA NUMBERS; EASILY WITHIN. THE OTHER NOTAMED CHANGED WERE LEX 22 ILS; RCLL; ALS; TOUCHDOWN ZONE LIGHTS OTS (COMBINED). ON ATIS THE RWY DISTANCE REMAINING SIGNS 22 NOTED MISSING; VASI; PAPI; ETC; OTS. ON ATIS THE FOLLOWING DIFFERENCES WERE RPTED -- TXWY A (INAUDIBLE) CLOSED. I LISTENED 3 TIMES AND THE CAPT LISTENED AND COULDN'T MAKE IT OUT. I QUERIED ATC WHAT THE MENTION WAS ABOUT A CLOSURE ON 'A' BECAUSE IT WAS GARBLED. HE STATED THAT WOULD BE ONE SIDE TAXI LIGHTS WERE OTS (WHAT THE CAPT HEARD). I STATED THIS IS WHAT THE CAPT HEARD; BUT I WAS CONFUSED BY THE WORD 'CLOSURE.' THE CTLR SAID HE WOULD LISTEN AGAIN. TAXIING OUT; HE ASKED IF WE HAD THE NEW ATIS; BUT DIDN'T SAY THE CHANGE. THE CHANGE WAS 'A' CLOSED BTWN 22 AND 26. WHEN WE FLEW IN THE DAY BEFORE; NO CLOSURES OF 'A' NOTED ON ATIS. AS WE TAXIED TO RWY 22; WE REALIZED THE ARPT WAS DRAMATICALLY DIFFERENT THAN PREVIOUSLY. RWY 22 HAS A NEW THRESHOLD RELOCATED SIGNIFICANTLY SW AND REQUIRING BACK-TAXI FOR FULL LENGTH DEP. I WOULD EXPECT THIS SIGNIFICANT OF A PERMANENT CHANGE TO BE ANNOUNCED BY A TEMPORARY ARPT DIAGRAM AND A NOTAM STATED EXPLICITLY. RWY 22 THRESHOLD RELOCATED X FT SW AND X FT REMAINING. I DON'T BELIEVE WE BROKE ANY RULES. WE OPERATED IN ACCORDANCE WITH TEMPORARY DATA AND ATC CLRNC AND BACK TAXIED FOR FULL (NEW) LENGTH DEP. HOWEVER; I AM CONCERNED THAT SEVERAL DAYS AFTER THE CRASH WE STILL DON'T HAVE ACCURATE DIAGRAMS AND NOTAMS ABOUT LEX'S TRUE LAYOUT. WE SHOULD BE ABLE TO REVIEW THIS AT GATE. ALSO THE TKOF TEMPORARY DATA BEING LABELED DUE TO CHANGE IN LNDG DISTANCE RATHER THAN THE NEW RWY LENGTH BOTHERS ME IN RETROSPECT.
