AN ACR PLT ON THE LAX SEAVU 1 STAR RECEIVED VECTORS TO THE RWY 25R LOC WHILE APCHING THE LAX 248 DEG RADIAL AND SIMULTANEOUSLY RESPONDED TO A CLBING THEN DSNDING TCAS RA.

Narrative

FILED SEAVU 1 TO LAX RWY 24L. CLRED TO DSND ON SEAVU 1 TO LAX. IN DSCNT; TOLD TO SLOW; THEN SPEED UP; THEN SLOW; THEN SLOW TO 180 KTS; PRIOR TO SEAVU. JUST PRIOR TO CATAW; TOLD TO CHANGE RWY TO RWY 25R. REBRIEFED FOR RWY 25R AND SET VOR TO THE 278 DEG RADIAL OFF POMONA FOR DOGLEG TO THE 248 DEG RADIAL OFF LAX. APCHING LUVYN; I SELECTED THE 248 DEG RADIAL OFF LAX (113.6). AS WE APCHED THE 248 DEG COURSE INBOUND; SOCAL TOLD US TO MAKE AN IMMEDIATE L TURN; I DISCONNECTED THE AUTOPLT AND BEGAN AN IMMEDIATE L TURN. AS WE WERE TURNING L; THE TCAS DIRECTED A CLB; WHICH I BEGAN. AS I ESTABLISHED A CLB; THE TCAS ISSUED A DSCNT; WHICH I BEGAN. DURING THESE RA'S; SOCAL INSTRUCTED US TO INTERCEPT THE LOC FOR RWY 25R; WHICH WE ROLLED OUT ON WINGS LEVEL. THE REST OF THE APCH WAS NORMAL. OTHER FACTS; A B757 WAS COMING UP FAST FROM BEHIND US FOR RWY 24L. WE WERE NOT YET ON THE 248 DEG RADIAL FOR LAX; STILL TO THE S. THIS IS THE SECOND TIME I HAVE BEEN CALLED OFF COURSE FOR THIS APCH BY SOCAL WHILE MY INSTS INDICATE 'ON COURSE.' MY VOR IS NOT AS ACCURATE AS AN 'FMS' ACFT. THE OLD PROC WAS TO INTERCEPT THE LOC FOR RWY 25L AND FLY IT INBOUND. IT APPEARS ATC STILL WANTS YOU TO FLY THE LOC TO THE RWYS 25. THIS SITUATION NEEDS TO BE CLARIFIED. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED THAT HE WAS CONFUSED BY SCT'S VECTORS BECAUSE THE ACFT DID NOT YET INDICATE THAT HE WAS ON THE LAX VOR 248 DEG RADIAL. THE RPTR IS UNDER THE IMPRESSION THAT THE LAX 248 DEG RADIAL IS TO BE FLOWN VERSUS THE ILAX LOC COURSE. THIS IS THE SECOND TIME THIS HAS OCCURRED TO HIM AND A CHK AIRMAN SAID HE WAS TO FLY THE VOR RADIAL AND NOT THE LOC; BUT SCT'S VECTORS WOULD LEAD HIM TO BELIEVE HE WAS TURNING TOO LATE.
