A319 FLT CREW IS UNABLE TO EXECUTE THE APCH DUE TO EXCESSIVE ALT AT THE FAF TO FLL.
WITH IFR WX AT OUR DEST AND NUMEROUS TSTMS ENRTE; WE WERE QUITE BUSY DURING OUR ARR TO FLL. AFTER MUCH VECTORING; WE WERE TOLD TO PROCEED DIRECTLY TO HOLID (D18.8 FROM ILS DME) BY MIA APCH. ABOUT 5 MI PRIOR TO HOLID; WE ASKED IF WE WERE TO JOIN THE LOC AT HOLID. THE CTLR STATED THAT HE WOULD ISSUE A HDG PRIOR TO THAT. SOON; THEREAFTER; HE TOLD US TO TURN TO 060 DEGS TO INTERCEPT THE RWY 9L LOC. WE WERE ASSIGNED 4000 FT. AT PIONN (D11.9 FROM ILS DME); WE REQUESTED A LOWER ALT; AS THE DEPICTED ALT IS 2500 FT. THE CTLR CLRED US TO 2000 FT AND FINALLY CLRED US FOR THE ILS RWY 9L. WE LOWERED THE LNDG GEAR AND EXTENDED FULL SPD BRAKES TO TRY TO GET DOWN AND SLOW TO FLAP SPD. WE CROSSED THE FAF ABOUT 700 FT HIGHER THAN PUBLISHED. I DECIDED THAT WE WERE NOT IN A POS TO CONTINUE THIS APCH SAFELY. THE FO INFORMED APCH THAT WE WERE TOO HIGH FOR THE APCH; AND THE CTLR ISSUED A L TURN TO THE NW AND TO MAINTAIN 2000 FT. THE FO STATED THAT WE WERE AT 1300 FT BUT WOULD CLB BACK TO 2000 FT. WE WERE VECTORED BACK AROUND FOR THE APCH. OUR LAST HDG ASSIGNED WAS 100 DEGS TO JOIN THE LOC. WE COULD TELL THAT WE WOULD NOT JOIN ON THAT HDG SINCE WE ARE FAMILIAR WITH THE AREA; AND THE WX WAS VFR W OF THE ARPT. WE ADJUSTED THE HDG TO 120 DEGS AND INTERCEPTED THE LOC AND GS SIMULTANEOUSLY. INSIDE THE FAF (NOVAE); THE APCH CTLR HAD NOT YET TURNED US OVER TO TWR; AND HE WAS VERY BUSY ON THE RADIO. WE SWITCHED TO TWR ON OUR OWN FOR CLRNC TO LAND. WE LANDED WITHOUT FURTHER INCIDENT.
