WHILE CTLING A300 DEP; MIA ATCT LCL CTLR CONFUSES MIAMI 9 SID; VALLY TRANSITION WITH THE NEW VALLY1 RNAV SID.
RECEIVED PDC FROM ACARS ASSIGNING THE BRAND NEW VALLY1 RNAV DEP AT MIA OFF RWY 8R. BEING ACUTELY AWARE OF THE HIGH PROFILE OF THE RNAV DEP/ARR PROGRAM; THE CAPT AND I REVIEWED THE PROC CAREFULLY. IT WAS PUT INTO THE FMC AND RWY/LEGS ALL VERIFIED. NAV WAS ARMED AND WE TAXIED TO RWY 8R FOR DEP. MIA TWR CLRED US FOR TKOF ON 'HDG 090 DEGS.' SINCE THE VALLY1 COMMANDS AN INITIAL HDG OF 092 DEGS; I QUERIED TWR IF HE STILL INTENDED US TO FLY THE VALLY1; TO WHICH HE REPLIED 'AFFIRMATIVE.' JUST AFTER LIFTOFF; THE CAPT ASKED ME TO VERIFY AGAIN WHAT EXACTLY THEY WERE EXPECTING US TO DO. I QUERIED TWR AGAIN; AND HE REPLIED; 'FLY 090 DEGS AND DEP CTL WILL GIVE YOU THE VALLY TRANSITION.' AT THIS POINT I REALIZED WE WERE NOT ON THE SAME PAGE; AS THE VALLY1 RNAV DEP IS A SINGLE PROC WITHOUT TRANSITION OPTIONS. I BEGAN TO SUSPECT THAT TWR WAS THINKING OF THE MIA9 DEP; WHICH HAS BEEN THE STANDARD DEP; AND DOES HAVE A VALLY TRANSITION. I SWITCHED FREQS AND MIA DEP CTL WAS VERY HELPFUL; ASSIGNING US 'DIRECT VALLY' AND STATING THAT THERE HAD BEEN PREVIOUS FLTS CHKING IN WITH SIMILAR CONFUSION. HE STATED HE WOULD BRING THIS UP WITH HIS SUPVR. AFTER THIS SHORT DISCUSSION; IT BECAME CLR THAT NEITHER TWR NOR DEP CTL WAS EXPECTING US TO FLY THE VALLY1 RNAV DEP AS WE WERE CLRED IN OUR PDC. I REALIZE THAT THIS IS A BRAND NEW PROC. IN LIGHT OF THE LESS-THAN-STELLAR TRACK RECORD AT DFW AND ATL FOR RNAV COMPLIANCE; IT IS CRITICAL THAT WE ARE ALL ON THE SAME PAGE WHEN FLYING THEM: PLTS; FMC'S; AND ATC. IF MIA IS NOT READY FOR US TO FLY THIS PROC; THEN THEY SHOULD NOT BE ASSIGNING IT.
