Synopsis

ZKC CTLR EXPERIENCED OPERROR AT FL190 WHEN DSNDING ACFT THROUGH MANEUVERING MIL ACFT.

Narrative

ACFT X; A C560; WAS DSNDING OUT OF FL260 FOR FL240 NE OF SLN. AR653 A REFUELING TRACK N OF SALINA; WAS BEING UTILIZED BY ACFT Y1 AND ACFT Y2; 2 KC135'S PRACTICING REFUELING TECHNIQUES. THE SECTOR I WAS WORKING HAD A RESTR AREA ACTIVE 10000 FT AND BELOW W OF MANHATTAN; KS; AND WAS VERY BUSY WITH NUMEROUS DEPS AND ARRS OFF OF SALINA; KS; -- MANHATTAN; KS; -- WICHITA; KS; -- MARSHALL ARMY AIRFIELD (FT RILEY; KS) AND NUMEROUS OVERFLTS TRAVERSING THE SECTOR. I NEEDED TO START ACFT X DOWN; OR HE WAS GOING TO HAVE TROUBLE DSNDING INTO THE ARPT AT A SHORT DISTANCE OUT. I OBSERVED A TRACK (DATA TAG) ON ONE OF THE REFUELING ACFT TURNING TO THE W AWAY FROM THE CITATION; SO I DSNDED ACFT X TO FL190 TO CONTINUE HIS DSCNT. I HAD SEVERAL OTHER TASKS TO ACCOMPLISH; AND AS I WAS COMING OFF OF THE LAND LINE FROM TALKING TO SALINA TWR; I NOTICED THE REFUELING ACFT Y TRACK WAS TURNING BACK TO E; DIRECTLY TOWARD ACFT X. BEFORE I COULD TAKE ADDITIONAL ACTION TO EFFECT SEPARATION; THE PLT OF ACFT X ASKED WHO THE TFC WAS OFF HIS WING. I CLBED THE REFUELERS TO A SINGLE ALT OF FL200 AND CONTINUED ACFT X DSCNT TO 16000 FT. TFC WAS EXTREMELY BUSY; SO FREQ CONGESTION WAS A FACTOR. ALL SECTORS WERE OPEN; AND TRAINING WAS BEING CONDUCTED NEXT TO MY POS; SO THERE WAS A GREAT DEAL OF VOCAL DISTR DUE TO ITS VOLUME AND AMOUNT. ANOTHER CONTRIBUTING FACTOR WAS THE COMFORT OF THE ROOM. OUR AREA IS CONSTANTLY VERY WARM; WHICH BEFORE THE NEW IMPOSED WORK RULES WERE PRIMARILY COMBATED BY WEARING SHORTS AND LIGHT WT SHIRTS; BUT DUE TO THE NEW DRESS CODE; I WAS UNCOMFORTABLY SWEATY; WHICH DOES PROVIDE SOME AMOUNT OF A DISTR.
