ZJX CTLR EXPERIENCED OPERROR AT FL310 WHEN ISSUING VECTORS FOR IN TRAIL SEQUENCING REQUIREMENTS.

Narrative

I WAS WORKING THE RADAR POS AT SECTOR 16 (MAYO) IN THE CENTRAL AREA AT ZJX ENRTE CTR. THE SECTOR WAS SPLIT INTO A HIGH AND AN ULTRA-HIGH SECTOR ABOUT 2-3 YRS AGO. SECTOR 16 (MAYO) OWNS FROM FL270 TO BUT NOT INCLUDING FL350; SECTOR 86 (ZEPHER) OWNS FROM FL350 TO INFINITY. ACFT #1 WAS ENRTE TO RSW ARPT IN FORT MEYERS; FL; AT FL310 WITH A RESTR TO CROSS PIE (ST PETERSBURG VORTAC) AT FL270 AND 300 KTS OR GREATER IAS. ACFT #2; ALSO ENRTE TO RSW; WAS BEING WORKED BY SECTOR 86 AT FL370. THE CTLR AT R86 REQUESTED LOWER ON ACFT #2 AND I APPROVED FL310. THE 2 ACFT WERE 8 MI APART AND ON DIVERGING COURSES. WHEN ACFT #2 CHKED ON FREQ I TURNED HIM TO A HDG OF 230 DEGS FOR IN-TRAIL SPACING BEHIND ACFT #1. THE TURN WAS NOT SUFFICIENT AND OR TIMELY ENOUGH TO PROVIDE SEPARATION. THE CLOSEST PROX WAS 4.63 MI AND 600 FT; A MINOR TECHNICAL VIOLATION. THIS SITUATION OCCURS ON A REGULAR BASIS IF THE 2 SECTORS 16 AND 86 DO NOT DISPLAY ALL ARRS TO A SPECIFIC ARPT. IN THE PAST THE SECTOR 16 CTLR WOULD HAVE KNOWN ABOUT BOTH ACFT WITH PLENTY OF TIME TO PREPLAN TURNS FOR SPACING AND DSCNTS FOR TFC. HOWEVER; ON A REGULAR DAY TO DAY BASIS SECTOR 86 WILL HDOF AN ARR ACFT TO SECTOR 16 WITH LITTLE TIME AND/OR ROOM TO COMPLY WITH FACILITY RESTRS AND IN-TRAIL SPACING.
