C90 CTLR VOICES CONCERN REGARDING FAILURE OF ORD TWR CTLRS AND C90 SUPVRS TO COMPLY WITH LOA; IE; ORD SID XING RESTRS.
THE C90 AND ORD TWR LOA STATES; IN PARAGRAPH 6A(3); ACFT UNABLE TO COMPLY WITH ORD SID XING RESTRS SHALL BE COORDINATED WITH THE CHICAGO TRACON FLOOR SUPVR. THE INTENT OF THIS PARAGRAPH IS TO PROTECT DEPS OFF PWK ARPT FROM DEPS OFF ORD ARPT THAT ARE UNABLE TO COMPLY WITH THE ORD SID ALT RESTRS. THIS SEEMS SIMPLE ENOUGH. YOU'D BE SURPRISED. THIS IS AN EXTREMELY IMPORTANT SAFETY PROC AND IT IS ROUTINELY OVERLOOKED BY BOTH ORDT AND C90 MGMNT PERSONNEL. FIRST; ORDT DOESN'T ALWAYS CALL THE TRACON FOR THESE NO SID DEPS. SECOND; YOU NEVER KNOW WHEN THE NO SID DEP WILL DEPART. THIRD; YOU DON'T ALWAYS KNOW THE CALL SIGN OF THE NO SID DEPS. AND FOURTH; THERE ARE C90 SUPVRS WITH LESS THAN 2 YRS FPL EXPERIENCE (SAD BUT TRUE); THAT DON'T EVEN KNOW WHO THEY ARE SUPPOSED TO ADVISE OF THE NO SID DEP. MORE OFTEN THAN NOT; THE DEP CTLR IS ADVISED AND THE NSAT CTLR IS NOT. THE WHOLE POINT OF PARAGRAPH 6A(3) IS TO ADVISE NSAT OF ALL ACFT THAT WILL NOT BE ABLE TO COMPLY WITH THE ORD SID ALT RESTRS. SOLUTION. 1) ADD TO THE C90 AND ORD TWR LOA; PARAGRAPH 6A(3): A WINDOW OF TIME FOR THE NO SID DEP TO DEPART OF 5-10 MINS. THE TIME MUST BE SPECIFIC AS IT IS WITH CLRNC VOID TIMES. 2) ADD TO THE C90 7110.65: A) THE FLOOR SUPVR/CIC/TMC SHALL WRITE THE NO SID DEP CALL SIGNS AND DEP TIME WINDOW; INDIVIDUALLY ON A FLT PROGRESS STRIP AND GIVE IT TO BOTH THE NSAT CTLR AND APPROPRIATE DEP CTLR. B) THE NSAT AND APPROPRIATE DEP CTLR SHALL FILE THE NO SID DEP FLT PROGRESS STRIP WITH ALL OTHER STRIPS.
