A319 FLT CREW HAS LOSS OF SEPARATION DURING APCH TO IAD.
WE WERE ON VECTORS TO FINAL IN NIGHT VMC WITH 35 KTS OF OVERSHOOTING WINDS. ATC KEPT US FAST AND GAVE US A LATE VECTOR TO FINAL (HDG 010 DEGS) TO INTERCEPT THE LOC RWY 1L AT IAD. PARALLEL TFC WAS ABOUT THE SAME DISTANCE FOR RWY 1R. WE STARTED OUR TURNS IN A TIMELY FASHION BUT THEY GAVE US A LATE TURN TO FINAL; ESPECIALLY CONSIDERING THE OVERSHOOTING XWINDS AT 3000-4000 FT. THEY CLRED US FOR A VISUAL APCH AND TOLD US TO MAINTAIN VISUAL SEPARATION FROM THE TFC ON THE PARALLEL RWY. THE PF HAD TO USE 45-60 DEGS ANGLE OF BANK AND WE STILL OVERSHOT OUR FINAL APCH COURSE AND CROSSED APPROX 2/3 THE DISTANCE TO THE FINAL APCH COURSE FOR RWY 1R. WITHOUT THE HIGH ANGLE OF BANK WE WOULD HAVE CROSSED THE FINAL FOR THE PARALLEL RWY AND IN ANY CASE WE CAME WAY TOO CLOSE TO THE PARALLEL TFC. THIS EVENT SHOULD BE VIEWED AS AN NMAC THAT REQUIRED CLOSE TO EMER MANEUVERING TO AVOID. WITHOUT THE COPLT'S TIMELY ACTION THE DISTANCE BTWN THE 2 ACFT WOULD HAVE BEEN MUCH LESS; INCLUDING THE POSSIBILITY OF THE DISTANCE BECOMING ZERO. THE SPACING BTWN ACFT WAS VERY LONG AND THE CONDITIONS WERE NIGHT VMC. IF WE WERE IMC IT COULD HAVE ALSO BEEN DISASTROUS. NO TCAS TA OR RA WAS NOTED.
