PRC CTLR EXPRESSED CONCERN REGARDING THE FAA'S CURRENT POLICY OR PROC REF TAXI INTO POS AND HOLD (TIPH).

Narrative

I WORKED SEVERAL BUSY TFC SESSIONS ON LCL #1 WITHOUT BEING ABLE TO USE TAXI INTO POS AND HOLD. THE FAA HAS MADE VERY RESTRICTIVE RULES THAT NEED TO BE FOLLOWED IN ORDER TO USE TIPH AND WE DID NOT HAVE THE STAFFING REQUIRED TO USE THE TOOL. WE ARE REQUIRED TO HAVE A CAB COORDINATOR/CIC/SUPVR POS STAFFED IN ORDER TO USE TIPH AND WE DID NOT HAVE THE STAFFING TO KEEP THE POS OPEN. WORKING SMALLER; GA ACFT WHERE 3000 FT OR 4500 FT IS THE MINIMUM REQUIRED SEPARATION; TIPH IS A TOOL THAT ALLOWS US TO WORK MUCH MORE EFFICIENTLY AND ALLOWS BETTER CTL OF THE AIRPLANES. MY WORKLOAD AND COMPLEXITY DOUBLED DUE TO THE FACT THAT I COULD NOT USE TIPH. WHERE TRAINING AND GA ARE INVOLVED; USING ANTICIPATED SEPARATION IS ESSENTIALLY USELESS. WE HAVE NEVER HAD AN OPERROR AT PRC ATCT DUE TO TIPH AND OUR RESTRS INVOLVING ITS USE ARE GETTING MORE AND MORE COMPLICATED. WE MUST ALLOW BIGGER AND BIGGER GAPS IN TFC IN ORDER TO ACCOMMODATE OUR DEP TFC. NOT USING TIPH ACTUALLY REQUIRES MUCH MORE FINESSE AND ATTN THAN USING THE TOOL AND FURTHER RESTR WILL INCREASE; NOT DECREASE; THE POSSIBILITIES OF OPERRORS OR SOMETHING WORSE.
