Synopsis

MUSKETEER PILOT HAS BRAKE FAILURE PULLING OUT OF TIE DOWN AND COLLIDES WITH PARKED ACFT.

Narrative

AFTER ORDERING FUEL EARLIER IN THE DAY; THE PLT UNTIED AND PREFLTED THE PLANE. THEN; LOADING IN 1 PAX IN THE COPLT POS; THE PLT BRIEFED THE PAX; USING THE START-UP CHKLIST. THE PLT; AT THE PROPER POINT IN THIS SEQUENCE; STARTED THE ENG; ADJUSTED THROTTLE; CHKED INSTS AND BEGAN THE TAXI SLOWLY MOVING OUT OF THE TIE-DOWN SPACE; DOWN-SLOPE TARMAC; THE INTENTION BEING TO MAKE AN IMMEDIATE R-HAND TURN; HEADING S ON THE TAXI CTRLINE TO TEST BRAKES; CHARGE THE BATTERY AND PROCEED TO S VACANT TARMAC AREA. IMMEDIATELY AFTER THE PLANE BEGAN TO MOVE FROM THE TIE-DOWN SPOT; THE PLT FELT AN UNUSUALLY STRONG WIND GUST FROM THE REAR OF THE PLANE AND AT THE SAME SPLIT SECOND; WHAT FELT LIKE SPONGY BRAKE FAILURE IN TRYING TO STOP THE MOVEMENT OF THE PLANE FORWARD. RESORTING TO RUDDER CTL EFFORTS TO STEER HARD R; THE PLT WAS UNABLE TO GAIN CTL TO AVOID HITTING THE PLANE (AVIANS ROBBINS) IN THE TIE-DOWN ROW JUST FEET AWAY AND ACROSS THE PLT'S TXWY. IN SPITE OF THE SPLIT SECOND EFFORT OF THE PLT TO KILL THE ENG USING MIXTURE CTL; FUEL STARVATION AND 'OFF' IGNITION; IT WAS NOT IN TIME TO AVOID PROP CONTACT BTWN THE 2 PLANES; RESULTING IN DAMAGE TO BOTH PLANES.
