MWA LCL CTLR ALLEGED C172 ISSUED STRAIGHT IN RWY 29 ENTERED R BASE RWY 20 CONFLICTING WITH B1900 ON ILS FOR RWY 20.
C172 CALLED INBOUND FROM THE E. WIND WAS CALM SO I ISSUED A STRAIGHT-IN RWY 29 WITH A RPT OVER THE TOWN OF MARION. ACR Y; B1900; ON A VISUAL APCH (IFR) FROM THE N. I ISSUED A STRAIGHT-IN RWY 20 WITH A RPT OVER JONNY LO (5 NM FINAL). ACFT X RPTED OVER MARION. I ISSUED 'NOT IN SIGHT; CONTINUE FOR RWY 29.' ACR Y RPTED JONNY AND WAS CLRED TO LAND RWY 20. I ASKED ACFT X TO TURN ON HIS LNDG LIGHT. I ASKED ACFT X IF HE WAS LINED UP WITH RWY 29. ACFT X REPLIED; 'NO SIR I'M NOT BUT I'M GETTING THERE THOUGH.' I ASKED ACFT X IF HE WAS ON A MODIFIED R BASE AND HE REPLIED; 'ROGER THAT.' I WAS LOOKING AT ACR Y IN FINAL RWY 20 WHEN I BEGAN TO ADVISE ACFT X ABOUT THE B1900'S LOCATION. DURING THE XMISSION I SAW THE C172 ON A L BASE RWY 20 AND NOTICED THE B1900 GOING AROUND. I INSTRUCTED THE C172 TO CONTINUE HIS L TURN AND TO FLY S. I CLRED THE B1900 TO CIRCLE R AND CLRED THEM TO LAND RWY 20. I TOOK THE C172 S ACROSS THE ARPT AND CLRED HIM TO LAND ON RWY 29. THE PLT OF ACFT X IS A STUDENT BASED AT LWV AND PART OF THE FLT PROGRAM FOR VICENNES UNIVERSITY. SUPPLEMENTAL INFO FROM ACN 730735: I RPTED ON INITIAL CONTACT THAT I WAS 14 NM E; WHEN IN FACT I WAS 14 MI NE OF THE FIELD. CTLR CLRED ME FOR THE STRAIGHT-IN RWY 29. I READ BACK THE CLRNC AND HAD A VISUAL CONTACT WITH RWY 20 INITIALLY. WHEN 3 NM OUT THE CTLR HAD A VISUAL ON ME. CTLR ADVISED ME TO MAKE A BASE FOR RWY 29. ARRIVING TFC WAS CLRED FOR RWY 20. I WAS CLRED FOR RWY 29; MY POS RELATIVE TO THE FIELD INTERFERED WITH ARRIVING TFC FOR RWY 20.
