Synopsis

A CIRRUS SR20-GTS ACFT EXPERIENCED A FULL LEFT AILERON AND FULL RIGHT RUDDER DEFLECTION LOCK-UP DURING TAXI OUT. CREW UNABLE TO UNLOCK FLT CONTROLS.

Narrative

A THOROUGH PREFLT WAS CONDUCTED WITH NO FAULTS FOUND ON THE ACFT. VMC CONDITIONS PREVAILED AT THE TIME OF THE FAILURE. XWIND CONDITIONS PREVAILED DURING THE TIME OF DEP AND PROPER WIND CORRECTION WAS USED DURING THE TAXI TO RWY 35. DURING THE BEFORE TKOF PROC NO ABNORMALITIES WERE FOUND DURING THE FLT CTL TEST. THE ACFT WAS TAXIING INTO POS OVER THE NUMBERS WHEN XWIND CORRECTION WAS INITIALIZED VIA THE FLT CTLS. UPON FULL DEFLECTION THE PLT AND INSTRUCTOR HEARD 2 INDEPENDENT CLICKS. THE FLT DISCONTINUED. THE INSTRUCTOR TAXIED THE ACFT OFF THE RWY 35 USING THE BRAKES. AFTER DISCUSSION WITH OTHER FAMILIAR CIRRUS ACFT PLTS IT WAS CONCLUDED THAT THE RUDDER/AILERON INTERCONNECT SYS MAY HAVE FAILED AND CAUSED THE FIXED STATE OF THE FLT CTLS. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: REPORTER STATED AILERONS DID LOCK-UP IN FULL LEFT POSITION AND THE RUDDER LOCKED IN FULL RIGHT DEFLECTION. UNABLE TO UNLOCK FLT CONTROLS FROM EITHER PILOT OR INSTRUCTOR'S SIDE CONTROL STICK. NOSE STEERING WAS IMPACTED. BRAKES HAD TO BE USED TO TAXI OFF RUNWAY. REPORTER WAS INFORMED LATER BY MAINTENANCE; THE RUDDER-AILERON INTERCONNECT BUNGEE HAD BUNCHED UP CABLES AND COULD ONLY BE UNLOCKED BY PHYSICALLY SEPARATING THE CONTROL CABLES THROUGH AN ACCESS PANEL IN THE FUSELAGE. MAINTENANCE ADDED THE AILERON-RUDDER INTERCONNECT BUNGEE WAS A MFG PROBLEM.
