Synopsis

ATR72 FO REPORTS RECEIVING AN EWBS FOR DRY RWY CONDITIONS WHEN THE RWY IS OBVIOUSLY WET. ACFT IS MORE THAN 2000 POUNDS OVER MAX WEIGHT FOR WET RWY CONDITIONS.

Narrative

AT APPROX XA55Z AN INTENSE RAIN SHOWER PASSED OVER THE AIRFIELD LASTING APPROX 15 MINS. AT APPROX XB05Z I CALLED OPS CONFIRMING THE FUEL AT 3400 LBS; AND STATING THAT THE TEMP WAS 28 DEGS; RWY 7 WAS IN USE; THE HEADWIND COMPONENT WAS ZERO; THE ALTIMETER 1013MB; AND THAT THE RWY WAS WET. AT APPROX XB15Z THE CARGO SHEET WAS DELIVERED; FOLLOWED BY THE PAX COUNT A MIN OR TWO LATER. WHEN COMPUTING THE LOAD MANIFEST WE WERE OVER TKOF WT FOR RWY 7 BY 2135 LBS. THE EWBS PRINTOUT WAS HAND DELIVERED TO THE ACFT AND THE CAPT NOTICED THAT THE STATION HAD COMPUTED AND LOADED THE ACFT FOR A DRY RWY. THE CAPT CONTACTED OPS AND ASKED WHY THEY LOADED THE ACFT FOR A DRY RWY. ANOTHER PERSON RESPONDED; STATED HE WAS THE SUPVR; AND THAT THEY COMPLETED THE LOADING PLAN PRIOR TO THE RAIN SHOWER AND TO CALL THE TWR IMMEDIATELY. I CONTACTED TWR AND REQUESTED RWY CONDITIONS. THE CTLR REPLIED THAT IN HIS OPINION THE RWY WAS DAMP WITH NO SIGNIFICANT STANDING WATER ON THE RWY. THE CAPT QUERIED THE TWR CONCERNING THE SIGNIFICANT STANDING WATER ON THE RWY AND HE BECAME EXTREMELY AGITATED; STATING THAT HE ALREADY TOLD US THE CONDITIONS. AT APPROX XC15Z THE RWY CONDITIONS WERE DRY AND WE DEPARTED SHORTLY THEREAFTER. IT APPEARED AS IF THE STATION WANTED US TO USE THE RWY PERFORMANCE DATA REGARDLESS OF THE ACTUAL CONDITIONS. WHEN WE ARRIVED AT DEST AND EXAMINED THE FLT HISTORY; THE EWBS CLOSEOUT WAS UP TO REV 2 (WE WERE ONLY PROVIDED REV 0 BY THE STATION) AND ALL OF THE EWBS CLOSEOUTS ON THE FLT HISTORY LISTED RWY C DRY.
