SF34 CABIN ATTENDANT REPORTS ELECTRICAL MALFUNCTION IN THE COCKPIT RESULTS IN AN EMERGENCY DECLARATION AND RETURN TO DEP ARPT.

Narrative

DURING TKOF THE FLT DECK HAD A PROB WITH INSTS BLACKING OUT. WHEN THE EMER LIGHTS WENT ON IN THE CABIN; WE WERE TAKING OFF AND AFTER ABOUT 15 MINS THE FO CALLED BACK AND SAID THAT THE RADAR SYS WENT BLACK AND THAT EVERYTHING WENT BLACK IN THE FLT DECK. THEN HE MADE AN ANNOUNCEMENT TO THE PAX THAT WE WERE EXPERIENCING A PROB WITH THE RADAR AND SINCE WE KNEW THERE WAS TSTMS IN THE AREA WE WERE GOING BACK TO ZZZ AND WOULD BE ON THE GND IN ABOUT 5 MINS AND THAT WE EXPECTED A NORMAL LNDG. AFTER ABOUT MORE THAN 20 MINS OF FLYING AROUND THE CAPT CALLED BACK AND ASKED ME IF THE LNDG GEARS WERE DOWN AND INFORMED ME THAT THEY DID NOT HAVE ANY INDICATOR LIGHTS TO HELP THEM TELL IF THEY WERE DOWN OR LOCKED. THE CAPT TOLD ME THAT I SHOULD PREPARE THE CABIN FOR AN EMER LNDG AND THAT THE FIRE TRUCKS WOULD BE MEETING THE PLANE. THE CAPT THEN INFORMED THE PAX ON BOARD AS TO WHAT WAS GOING ON. I BRIEFED THE PAX AND DEMONSTRATED THE BRACE POS TO THEM AND INFORMED THEM THAT I WOULD TELL THEM AS TO WHEN TO BRACE. WE WERE ABOUT 500 FT FROM THE GND AND I HAD THEM BRACE UNTIL WE WERE SAFE ON THE GND. THE PAX WERE PLACED ON A BUS ON THE TARMAC AND TAKEN TO THE TERMINAL. WE INFORMED THEM THAT WE HAD ANOTHER PLANE AND WOULD BE CONTINUING AS SOON AS WE COULD GET THE OTHER PLANE.
