AN ACR PILOT REPORTS NOT TRANSITIONING FROM A 256 DEG HDG TO INTERCEPT THE POM 114 DEG R BECAUSE THE POM 7 SID DID NOT CLEARLY INDICATE THE TRANSITION.
ASSIGNED POMONA 7 DAG TRANSITION. ONT DEPARTING RWY 26R. INITIAL CLB NARRATIVE FOR RWY 26R SAYS; 'CLB ON 256 HDG.' ROUTING NARRATIVE SAYS; 'INTERCEPT AND PROCEED VIA POM R-114 TO POM; THEN VIA TRANSITION. EXPECT FILED ALT 10 MINS AFTER DEP.' AT FIRST GLANCE THE INITIAL CLB NARRATIVE IMPLIES; TO FLY THE 256H UNTIL ASSIGNED TO INTERCEPT THE DEP RTE. AFTER TKOF; FLYING THE 256H; I NOTED THE INTERCEPT POINT ON THE NAV DISPLAY. I QUERIED THE CAPT IF WE WERE TO STAY ON THE HDG OR JOIN THE DEP. ALSO SOCAL DEP HAD JUST ISSUED A TFC ALERT FOR A C152 AT 4500 FT BTWN US AND THE POM VOR; OUR ALT WAS APPROX 2500-3000 FT CLBING TO 7000 FT. THE CAPT ASKED SOCAL IF WE WERE TO STAY ON THE 256H. THE CTLR INDICATED THAT WE SHOULD HAVE JOINED THE DEP. THE CTLR TURNED US TO THE N TO JOIN THE DEP N OF POM. WE REMAINED WITHIN 3 NM OF POM VOR. SOCAL CTLR INDICATED NO TFC SEPARATION CONFLICT. THE CAPT CALLED THE SOCAL-EMPIRE DIST SUPVR UPON ARR. HE INDICATED NO CONFLICT AS WELL. THE CAPT COMPARED NOTES WITH THE SOCAL SUPVR. THE FAA NACO CHART INITIAL CLB NARRATIVE SAYS; 'CLB ON 256H TO INTERCEPT VIA POM R-114 TO POM.' INTERP OF INITIAL CLB VERSUS RTE START/END POINTS AND SEARCH FOR TFC AT THE INTERCEPT POINT FOR DEP; WHOSE POS WAS ON OR NEAR THE POM R-114; WERE FACTORS.
