Synopsis

ABE CTLR DESCRIBED PLTDEV WHEN 1N7 IFR DEP EXCEEDED DEP VOID TIME BY 10 MINS; ENTERING ADJACENT AIRSPACE WITHOUT COORD.

Narrative

ACFT CALLED ON PHONE FOR IFR CLRNC/RELEASE OFF SATELLITE ARPT. AIRSPACE BLOCK WITH NEW YORK TRACON GOTTEN; ACFT GIVEN CLRNC; RELEASE TIME AND TIME CHK (CLRNC VOID TIME; ALSO). 9 1/2 MINS AFTER VOID TIME; ACFT CALLS ME IN A CLB OUT OF 2000 FT. I ADVISED ACFT HE'S 10 MINS BEYOND HIS VOID TIME. HIS RESPONSE WAS 'I GUESS MY WATCH IS WRONG.' HIS TONE OF VOICE WAS QUITE 'SO WHAT?' AND CAVALIER. MGMNT WANTED TO TALK TO THE PLT BUT CHOSE TO NOT PURSUE ANY DISCIPLINE MEASURES. ABOUT 6 MINS AFTER HIS VOID TIME I RETURNED THE AIRSPACE BLOCK TO NEW YORK TRACON. I DON'T KNOW IF THAT WAS RIGHT; BUT I'D NEVER SEEN ANYONE DEPART MORE THAN 3 MINS AFTER THEIR VOID TIME; AND NEW YORK APPEARED TO HAVE TFC BEING AFFECTED BY THE BLOCK. I ADVISED THE ACFT HE BASICALLY TOOK OFF UNPROTECTED; AND HE SEEMED QUITE UNCONCERNED. FACTORS: 1) I'D NEVER RETURNED A BLOCK BEFORE WHEN A SATELLITE DEP DIDN'T COME OFF. I DON'T KNOW IF IT WAS CORRECT; BUT WAS TRYING TO NOT HINDER NEW YORK TRACON. 2) I HAD TO QUESTION THE CTLR WHO ISSUED THE CLRNC ON THE PHONE IF HE EVEN GOT THE BLOCK FROM NEW YORK (IT WASN'T ON THE STRIP) AND HE ALSO DIDN'T KNOW WHAT RTE THE ACFT WAS DEPARTING. IT WAS A SLOPPY AFFAIR. 3) THE PLT SEEMED TOTALLY UNCONCERNED WITH ATC REQUIREMENTS; AND THEIR POSSIBLE CONSEQUENCES.
