A320 CAPT REPORTS BOTH ENGINES GOING TO IDLE AT 1000 FT DURING CLIMB OUT AS AUTOPILOT IS SELECTED. NO RESPONSE FROM TOGA THRUST. SPEED BUG INCREASE TO 250 KNOTS CAUSES THRUST INCREASE.

Narrative

ECAM: AUTO FLIGHT FCU 1 FAULT RIGHT BEFORE ROTATION OR RIGHT AFTER ROTATION ECAM CAUTION. FO WAS FLYING. 400 FT AGL FMA DISPLAYS NAV IN GREEN. RNAV DEPARTURE. 1000 FT AGL FO MOVES THRUST LEVERS TO CLIMB DETENT; CALLS CLIMB. I CHECK AND CALL CLIMB SET. FO CALLS FOR AUTOPILOT 2. I SELECT AUTOPILOT 2. ENGINE THRUST GOES TO IDLE. FO MOVES THRUST LEVERS TO TOGA DETENT. NOTHING. IDLE THRUST. I PULL SPEED KNOB ON FCU AND SELECT 250. ENGINES SPOOL UP TO A HIGH POWER LEVEL. RETRACT FLAPS ON SCHEDULE. AIRPLANE FAILS TO FOLLOW NAV COURSE. NAV STILL DISPLAYED ON FMA IN GREEN. MCDU SHOWS IN TOGA MODE. SOMETIME LATER I PUT 25000 FT IN PROG PAGE AND AIRPLANE RETURNS TO NORMAL OPERATION. CLIMB IS SHOWN AS ACTIVE MODE IN MCDU. NORMAL LANDING. SOMEONE NEEDS TO FIND OUT WHY TOGA DETENT DID NOT GIVE US TOGA THRUST! AT 1000 FT ABOVE THE WATER.CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE ACFT WAS TAKEN OUT OF SERVICE UPON LANDING AT DESTINATION. EXAMINATION OF FLIGHT DATA AND MAINTENANCE STATUS INDICATED THAT FCU 2 HAD APPARENTLY FAULTED MOMENTARILY AT THE SAME TIME FCU 1 FAULTED BUT WAS NOT REPORTED BY ECAM. NO ONE HAS BEEN ABLE TO EXPLAIN THE LACK OF RESPONSE AFTER SELECTING TOGA THRUST.
