Synopsis

A CRJ 200 ON A DOWNWIND FOR LNDG AT 7000 FT HAD TURBULENCE; STALL WARNING; AND AIRSPEED FLUCTUATIONS NEAR A SMALL TRW.

Narrative

WE WERE FLYING INBOUND TO CVG ON THE JAKIE STAR AND ASSIGNED RWY 18R. THERE WAS WX IN THE AREA AND A SMALL CELL WAS APCHING. WE WERE GIVEN PERMISSION TO DEVIATE TO THE R AND DID SO. AFTER PASSING FIDEK AT 220 KTS ASSIGNED AIRSPD; THE STICK SHAKER ACTIVATED AND AUTOPLT DISCONNECTED. STALL RECOVERY WAS INITIATED BUT THE SPD WAS STILL ABOVE 220 KIAS. SPD WAS STABILIZED AND THE AUTOPLT RE-ENGAGED. NOW; THE AIRSPD SUDDENLY INCREASED TO 240 KTS. THE SPD WAS SLOW TO REDUCE EVEN WITH THE THRUST PULLED BACK FLT SPOILERS DEPLOYED. I STOWED THE FLT SPOILERS AND BROUGHT IN ENOUGH PWR TO KEEP THE ENGS SPOOLED IN CASE WE WERE ABOUT TO EXIT THE WINDSHEAR. THE AIRSPD FLUCTUATED +/-20 KTS OR SO ON DOWNWIND AND WE WERE NOT ABLE TO HOLD ATC ASSIGNED AIRSPDS DUE TO THE TURB. THE AIRSPD WAS EASIER TO CTL FARTHER AWAY FROM THE CELL AND AFTER THE SPD WAS REDUCED ENOUGH TO PUT IN SOME FLAPS AND UTILIZE A HIGHER PWR SETTING. THE FO STATED THAT HE SAW THE LOW SPD REDLINE TAPE INCREASE RAPIDLY JUST BEFORE THE SHAKER EVENT. WE PROBABLY SHOULD HAVE BEEN MORE AGGRESSIVE IN PURSUING A DOWNWIND ON THE E SIDE OF THE ARPT AWAY FROM THE CELL IN QUESTION. WE WERE LULLED BY THE FACT THAT WE HAD JUST FLOWN UP AROUND A LINE OF VERY NASTY SOUNDING WX WITHOUT MUCH TURB. THE LINES OF WX WERE PAST CVG AND WE WERE PRETTY SURE WE WERE IN THE CLR AND THAT THE CELL WAS JUST A STRAGGLER RAIN SHOWER.
