A CRJ200 'FLAPS FAIL' CAS ANNUNCIATED AT FLAPS 0 PRIOR TO LNDG. AN EMER WAS DECLARED FOLLOWED BY A DIVERSION AND SUBSEQUENT NORMAL LNDG. EMER EQUIP DID NOT RESPOND AS REQUESTED.
FLAPS FAILED AT 0 JUST PRIOR TO APCH TO ZZZ1. RAN QRH FOR 'FLAPS FAIL' AND REQUESTED CLB TO 10000 FT TO TALK TO DISPATCH. WE WERE UNABLE TO GET DISPATCH VIA RADIO. WE HAD ZZZ1 OPS RELAY MESSAGES VIA TELEPHONE TO DISPATCH. WE DECIDED TO DIVERT TO ZZZ2 DUE TO SNOWSTORM AND RWY CONDITIONS IN ZZZ1. WE DECLARED AN EMER WITH ZZZ2 APCH AND REQUESTED EMER EQUIP DUE TO HIGH LNDG SPD. FLT ATTENDANT WAS BRIEFED AND PA WAS MADE EXPLAINING DIVERSION AND PRESENCE OF EMER VEHICLES ON LNDG. 'NORMAL' NO-FLAP APCH AND LNDG. WE NOTICED ON LNDG ROLL THAT EMER VEHICLES WERE NOT CALLED OUT. ZZZ2 TWR SAID APCH INFORMED THEM WE DID NOT NEED THEM. I WAS NOT PLEASED -- ZZZ2 STATION WAS OUTSTANDING. THEY HEARD US TALKING TO ZZZ1 ON OPS FREQ AND OFFERED THEIR ASSISTANCE EVEN BEFORE WE CALLED THEM. THEY HAD BUSSES LINED UP BEFORE WE WERE PARKED; BOARDED THE ACFT AT THE GATE AND GAVE THE PAX THE PLAN TO GET THEM TO ZZZ1 BEFORE THEY LEFT THE ACFT. THEY WERE VERY ACCOMMODATING TO THE STRANDED CREW AS THEY WAITED FOR MAINT. SPECIAL SAFETY CONCERNS: 1) I SPECIFICALLY REQUESTED EMER VEHICLES BE CALLED OUT IN ZZZ2 WITH APCH. TWR APPARENTLY GOT THE OPPOSITE MESSAGE; THAT WE DID NOT NEED THE EQUIP. 2) WE WERE UNABLE TO REACH DISPATCH ON THE LISTED FREQ; EVEN AFTER CLBING TO 13000 FT.
