AN ACR PILOT FLEW AN ILS TO BOG 13R WHEN IT WAS NOTAMED CLOSED. OFTEN POOR RADIOS; LANGUAGE; AND INACCURATE NOTAMS CREATE MISUNDERSTANDINGS.
PLANNED TO ARRIVE IN SKBO AT APPROX XA30. ATIS WAS DIFFICULT TO UNDERSTAND DUE TO POOR QUALITY OF XMISSION OVER VOR. BOTH FO AND I UNDERSTAND THAT ILS APCHS WERE BEING CONDUCTED FOR ILS RWY 13L AND R. WE BRIEFED AND PLANNED FOR ILS RWY 13R; WHICH IS THE STANDARD ARR RWY FROM OUR DIRECTION. ARR COMPLICATED BY CONVECTIVE ACTIVITY LOCATED OVER ARR CORRIDOR. BOTH FO AND I UNDERSTOOD CLRNC DIRECT TO THE BOG VOR; CLRED FOR ILS RWY 13R. FO READ BACK CLRNC. AFTER PASSING THE BOG VOR; AND AFTER RWY 13R LOC INTERCEPT (RWY 13R ILS WAS IN SVC) WE BROKE OUT AT APPROX 2000 FT AGL. WE COULD NOT ACQUIRE RWY VISUALLY. FO ASKED TWR ABOUT LNDG CLRNC. TWR RESPONDED WE WERE CLRED TO LAND ON RWY 13L; RWY 13R IS CLOSED. WE ACQUIRED RWY 13L VISUALLY AND LANDED UNEVENTFULLY. ALL ACFT MANEUVERING WAS ACCOMPLISHED VISUALLY ABOVE 1000 FT AFE. COLUMBIAN ATC DID NOT INQUIRE ABOUT THE APCH. NOTE: NOTAMS RPTED RWY 13R CLOSED FROM XA00-XI00; BUT IN MY EXPERIENCE THESE NOTAMS ARE OFTEN NOT FOLLOWED IN PRACTICE IN THIS PART OF THE WORLD. BECAUSE OF THIS; THE ATIS INFO; AND THE UNDERSTOOD CLRNC; WE CONDUCTED THE APCH TO RWY 13R. LANGUAGE PROBS AND THE POOR QUALITY OF THE RADIO XMISSIONS WERE A MAJOR FACTOR IN THIS EVENT.
