Synopsis

CE650 FLT CREW MISSES CROSSING RESTRICTION AT WACKI ON THE JAIKE2 ARRIVAL TO TEB.

Narrative

WHILE ON A FLT TO TEB AND ON THE JAIKE 2 ARR; WE WERE CLRED TO CROSS JAIKE INTXN AT 13000 FT WHICH IS NOT A MANDATORY OR AN EXPECT XING FIX. ILENE IS THE MANDATORY FIX TO CROSS AT 13000 FT. WE CROSSED JAIKE AT 13000 FT AND WERE CLRED TO CROSS REGLE AT 7000 FT AND RESUME THE JAIKE ARR. THE SECOND PLT PUT 7000 FT IN THE ALT ALERTER AND I BEGAN MY DSCNT TO 7000 FT ON THE JAIKE ARR. AT THIS TIME THE CTLR ASKED IF WE HAD TIME FOR A QUESTION ABOUT THE JAIKE ARR. THE CTLR WANTED TO KNOW WHAT ALT WE WOULD FLY AFTER REGLE INTXN -- WOULD WE FLY 7000 FT OR DSND TO 4000 FT AT SBJ; WHICH IS AN EXPECT ALT? WE SAID WE WOULD FLY 7000 FT BECAUSE 4000 FT IS AN EXPECT ALT. THE CTLR WAS POLLING US BECAUSE SOME PLTS WERE DSNDING TO CROSS SBJ AT 4000 FT WITHOUT CLRNC; AND HE WAS TRYING TO UNDERSTAND THE PROB THEY WERE HAVING WITH THE ARR. WHILE THIS WAS TAKING PLACE; I CROSSED WACKI INTXN AT 10000 FT AND 250 KTS. XING ALT AT WACKI IS 11000 FT AND 250 KTS. THE CTLR NOTICED THAT WE HAD CROSSED WACKI AT 10000 FT NOT 11000 FT PER THE ARR. HE WANTED TO KNOW IF OUR FMS HAD DONE THIS OR HAD WE DONE THIS. OUR ANSWER WAS THAT WE HAD DONE IT THINKING OUR NEXT ALT XING WAS 7000 FT AT REGLE INTXN. I THINK THE TIME WE SPENT TALKING WITH THE CTLR DISTR US SOMEWHAT; HOWEVER; I THINK THE REAL PROB LIES WITHIN THE ARR ITSELF. THE CTLRS ARE GIVING XING ALTS AT FIXES THAT ARE ASSIGNED TO OTHER FIXES; ALSO THE ARR IS INTERSPERSED WITH EXPECT ALTS AND MANDATORY ALTS. ONE OTHER AREA OF CONCERN IS THE WAY THE CTLR CLRED ME TO CROSS THE LAST MANDATORY XING FIX AT 7000 FT AND COMPLY WITH THE ARR; INSTEAD OF CLRING ME TO CROSS THE FIRST MANDATORY FIX AT 11000 FT AND COMPLY WITH THE ARR. I THINK THIS CAUSED ME TO FOCUS ON XING REGLE AT 7000 FT INSTEAD OF FOCUSING ON WACKI AT 11000 FT AND PUTTING THE NEXT XING ALT IN SEQUENCE. I THINK THIS WAS AN ATTEMPT TO PREVENT PLTS FROM DSNDING TO 4000 FT AT SBJ.
