PA32 INSTRUCTOR PILOT REPORTS CRITICAL CONFLICT WITH C5 DURING RNAV APCH RWY 10 AT LHQ.
NEW RNAV APCHS WERE PUBLISHED FOR LHQ. ATC CLRED US TO DOCVE; THE IAF; AND CLRED US FOR THE RNAV 10 APCH INTO LHQ (LANCASTER). THE MDA FROM DOCVE TO HASPI IS 2700 FT MSL AND FROM HASPI TO BERAY (A R TURN TO THE E) IT IS 2600 FT MSL. AS WE WERE COMPLETING OUR INBOUND TURN FROM HASPI TO BERAY WE STARTED OUR DSCNT TO 2600 FT. AS WE WERE LEVELING OUR WINGS; STILL IN THE DSCNT; ATC GAVE US AN ALERT AND ORDERED A CLB TO 3000 FT. UPON SEEING THE C5; I TOOK CTL OF THE ACFT (I WAS GIVING AN INST LESSON). I TURNED TO THE R AND CLBED TO AVOID TO C5 AND ACCOMPANYING TURB. ATC THEN ASKED ME IF I WAS ALLOWED TO BE BELOW 3000 FT IN THE CLASS D AIRSPACE (THE APCH TO LHQ GOES COMPLETELY THROUGH THE CLASS D W/E). I PROVIDED HIM THE DATA FROM THE APCH PLATE. HE THEN SAID THEY DO NOT HAVE THE NEW APCH INFO FOR LHQ AND THAT HE WOULD CALL LCK TWR AND APOLOGIZE. THIS SITUATION WOULD HAVE BEEN AVOIDED HAD COLUMBUS ATC BEEN FURNISHED WITH THE NEW APCHS FOR LHQ. THE CTLRS WERE UNAWARE THE NEW APCHS ENCROACH UPON THE LCK CLASS D AIRSPACE. AFTER DISCUSSION WITH PLTS AND ATC; WE AGREE THE MDA OUTSIDE OF HASPI SHOULD BE 4000 FT WHICH WOULD PREVENT ANY NEAR MISSES. IT TURNS OUT THE INBOUND APCH TO LHQ ON THE RNAV 10 TAKES YOU THROUGH THE R DOWNWIND FOR RWY 5R AND THE L DOWNWIND FOR RWY 23L. ATC NOW INSTRUCTS PLTS TO HOLD AT HASPI AT 4000 FT.
