ZJX CTLR DESCRIBED MULTIPLE SPILLOUTS FROM MIL AIRSPACE WITH NO COORD PROVIDED FROM THE MIL AIRSPACE COORDINATOR.
DURING THE EVENING I WAS CTLING THE ZJX R11; R30; AND R10 SECTORS. MIL OPS WERE BEING CONDUCTED IN WARNING AREAS W151 AND W470 IN THE GULF OF MEXICO. NUMEROUS SPILLOUTS OCCURRED INTO MY CLASS A AIRSPACE JUST S OF THE PANAMA CITY VOR (PFN) AND IN THE WESTERN AND SOUTHERN QUADRANTS OF THE TYNDALL TACAN (PAM). THE SPILLOUTS CONSISTED OF FLTS OF FIGHTER JETS. I OBSERVED THE TARGETS ON DISCRETE MIL MODE C XPONDER CODES ENTER MY CLASS A AIRSPACE UP TO APPROX 8 NM NUMEROUS TIMES BTWN THE ALTS OF FL240 AND FL330 WITH NO PRIOR COM; AUTH; OR ALERTS. LAST MIN CALLS WERE ATTEMPTED BY THE MRU WELL AFTER THE TARGETS WERE OBSERVED REVERSING THEIR HDGS AND TRACKING BACK TOWARDS THE WARNING AREAS. TYNDALL AFB RAPCON CTLRS CALLED ME TO ADVISE ME OF THE SPILLOUTS AND ASKED IF I WAS AWARE OF THEM AND IF I HAD RECEIVED NOTIFICATION FROM THE MRU. I ADVISED THE CTLR THAT I HAD OBSERVED THE TARGETS BUT WAS NOT GIVEN ANY WARNING OR NOTIFICATION OF THEIR INTENTIONS. MRU'S ARE REQUIRED TO ADVISE CTLRS OF SPILLOUTS; BUT FROM PREVIOUS EXPERIENCE WITH MRU; THIS IS A RARE OCCASION. THE MONITORS NORMALLY ARE CONFUSED WITH THE ZJX SECTOR CONFIGN IN REF TO THE SUA THAT THEY ARE MONITORING. THEIR COORD CALLS AND SPILLOUT ALERTS ARE OFTEN WRONG AND UNTIMELY. I WOULD SUGGEST BETTER TRAINING TO THESE MONITORS BEFORE ALLOWING TO OPERATE THE MRU. LUCKILY; DURING THIS EVENT; THERE WAS NO TFC THAT WAS IMPACTED BY THESE SPILLOUTS. UNFORTUNATELY; GOING FORWARD; THIS TYPE OF SITUATION COULD EASILY LEAD TO AN INCIDENT IF NOT ADDRESSED PROPERLY.
