DCA ACR DEP DESCRIBED ATC WILD MANEUVER TURN INSTRUCTION; RESULTING IN FLAP OVERSPEED; ATC TRAINING CITED AS CAUSAL FACTOR IN THIS EVENT.

Narrative

JUST AFTER LIFTOFF (400 FT) ON RWY 1 AT DCA; TWR TOLD US TO TURN R TO 090 DEGS AND MAINTAIN 1000 FT. WE WERE IMMEDIATELY OVERLOADED BECAUSE NOT ONLY WAS P56 RIGHT IN FRONT OF US BUT ALSO WE WERE TURNING INTO COMPANY TFC THAT HAD JUST BEEN SENT AROUND FROM RWY 1. AS I TRIED TO LEVEL AT 1000 FT; THE PWR WAS STILL AT FLEX. I PULLED THE PWR BACK AND CALLED FOR FLAPS 1 DEG WHILE STILL TRYING TO FIND THE TFC THE TWR HAD JUST TURNED US INTO. THE ACFT ACCELERATED TOO QUICKLY TO CATCH THE RETRACTION TO FLAPS UP AND WE WENT TO 220 KTS FOR A BRIEF MOMENT BEFORE THEY WERE RETRACTED. THIS WAS A WILD MANEUVER THAT PLACED US BOTH IN THE 'RED.' AFTER ARR; I SPOKE WITH THE DCA TWR CHIEF AND ASKED HIM WHY THEY TURNED US SO VIOLENTLY. HE EXPLAINED THAT CTLR TRAINING WAS IN PROGRESS AND THAT THINGS HAD GOTTEN OUT OF HAND. HE SAID THEY WERE AFRAID WE WERE GOING TO TURN INTO THE TFC ON THE GO. WHY THEY TURNED US HARD INTO THE TFC INSTEAD OF JUST LETTING US FLY THE CODE DEP IS A MYSTERY TO US. FLT CREW SUGGESTIONS/NARRATIVE: DCA TWR WAS TRYING TO DO TOO MUCH AND GOT OVERLOADED. THE RESULT WAS ISSUING US DRASTIC INSTRUCTIONS THAT IMMEDIATELY OVERLOADED US IN A CRITICAL PHASE OF FLT.
