B737-300 CAPT DESCRIBES PUSHBACK INCIDENT FROM CONTRACT CREW THAT WAS NOT IN COMPLIANCE WITH HIS COMPANY SOP.

Narrative

RAMPERS WERE RUNNING LATE GETTING THE BAGS LOADED. RIGHT AT THE SCHEDULED DEP TIME; THE PUSHER CAME UP AND SAID 'RELEASE THE BRAKES!' I RESPONDED THAT THIS WAS NOT THE SOP AND I HAD A RADIO CALL TO MAKE TO GET PUSH CLRNC. ONCE CLRED TO PUSH; I STATED 'CLRED TO PUSH BRAKES SET.' THE PUSHER; WITHOUT RESPONSE; STARTED TO PUSH THE ACFT WITH THE BRAKES SET. WHEN THE PLANE DIDN'T MOVE; HE ASKED ME IF I HAD RELEASED THE BRAKES YET. I ASKED HIM WAS HE FAMILIAR WITH AIRLINE PUSHBACK SOP'S. HE SAID YES; SO I AGAIN SAID 'CLRED TO PUSH BRAKES SET.' HE AGAIN TRIED TO PUSH US BACK WITH SET BRAKES. I ASKED FOR A DIFFERENT SOP COMPLIANT PUSHER. A NEW PERSON TOOK OVER AND WE PUSHED BACK AS EXPECTED. AFTER PUSH COMPLETE; THE BRAKES WERE SET; THE CREW RECEIVED DISCONNECT PERMISSION. THEY DISCONNECTED; SHOWED US THE NOSE GEAR PIN AND WALKED OFF WITHOUT ANY SALUTE OR RELEASE FROM GUIDANCE. I KNOW THESE ARE FOREIGN AIRLINE PEOPLE AND THEY DON'T USE OUR SOP AT FOREIGN AIRLINE; BUT THIS WAS THE WORST I'VE EVER SEEN.
