Synopsis

SMT DEP FROM IAD DESCRIBED TAXI INCIDENT WHEN GND CTLR APPARENTLY CONFUSED ACFT ARPT LOCATION; RESULTING IN GAR.

Narrative

THERE WAS A RWY INCURSION THAT DID NOT RESULT IN ANY DAMAGE OR INJURY. TWR INSTRUCTED A LNDG ACFT TO EXECUTE A GAR AND TOLD THE ACFT THAT TOOK THE RWY TO CLR THE RWY. NO FURTHER PROBS AROSE BECAUSE OF THE INCIDENT. THE INCIDENT HAPPENED AS A RESULT OF VAGUE AND MISLEADING INSTRUCTIONS FROM DULLES GND CTL TO THE PIC OF ACFT X. HERE IS WHAT HAPPENED: ACFT X (A KING AIR 200) GOT ITS CLRNC TO FLY FROM IAD TO ZZZ. THEY THEN RADIOED GND CTL FOR CLRNC TO THE RWY. GND CTL CLRED THEM TO TAXI FROM FBO A TO RWY 19L. THE PLT ASKED IF IT WAS POSSIBLE TO DEPART FROM RWY 19R BECAUSE IT IS IMMEDIATELY ADJACENT TO FBO A. CTL DENIED THE REQUEST AND INSTRUCTED ACFT X TO TAXI TO RWY 19L; WHICH WAS ON THE OTHER SIDE OF THE ARPT. ACFT X COMPLIED WITH THE INSTRUCTION. ACFT X PULLED UP SHORT OF RWY 19L; CONDUCTED A RUN-UP AND INFORMED GND THAT IT WAS READY TO DEPART. GND TOLD ACFT X TO TAXI 'BEHIND THE GULFSTREAM.' THIS DIDN'T MAKE ANY SENSE BECAUSE THERE WAS NO GULFSTREAM IMMEDIATELY IN SIGHT. THE PLT NOTICED A GULFSTREAM TAXIING ON THE TARMAC IN FRONT OF FBO B AND REALIZED THE GND CTLR MUST HAVE MISTAKENLY THOUGHT THAT ACFT X WAS AT FBO B. SO; THE PLT INFORMED GND CTL THAT IT WAS NOT AT FBO B. THE PLT SAID THAT HE HAD ALREADY TAXIED ACFT X TO THE RWY AND WAS FIRST IN LINE HOLDING FOR DEP. THE GND CTLR SAID OK AND INSTRUCTED THE PLT TO TAXI TO THE RWY AND MONITOR TWR. SO; THE PLT TAXIED THE ACFT TO THE RWY. BEFORE DOING SO; HE LOOKED N TO MAKE SURE THERE WEREN'T ANY PLANES ABOUT TO LAND. HE SAW A PLANE ON FINAL AND THOUGHT IT BEST TO REMIND TWR THAT IT WAS TAXIING INTO POS AND WAS READY FOR IMMEDIATE DEP. TWR TOLD THE APCHING ACFT TO EXECUTE A GAR AND INSTRUCTED ACFT X TO CLR RWY 19L ON TXWY H. BOTH OF THESE INSTRUCTIONS WERE COMPLIED WITH AND THERE WAS NO IMMEDIATE DANGER TO EITHER ACFT. TWR TOLD THE PLT OF ACFT X TO CALL A PHONE NUMBER (WHICH IT DICTATED OVER THE RADIO) WHEN IT ARRIVED AT ITS DEST. TWR THEN INFORMED ACFT X TO DO A 180 DEG TURN ON TXWY H AND DEPART RWY 19L. ACFT X COMPLIED WITH THESE INSTRUCTIONS AND THE INCIDENT WAS OVER. THE INCIDENT OCCURRED BECAUSE THE GND CTLR WAS CONFUSED AS TO THE LOCATION OF ACFT X. TFC WAS BUSY THAT DAY AND GND HAD NOT KEPT CLOSE TABS ON WHAT THEY HAD ALREADY INSTRUCTED ACFT X TO DO; AND WHERE ACFT X WAS AT THE TIME IT ANNOUNCED IT WAS READY FOR DEP.
