AN ACR ACFT IN POSITION ON MIA RWY 26L WAS TOLD TO CLR THE RWY AT TXWY L10. AFTER TURNING R ON TXWY L; ATC DIRECTED THEM TO HOLD INDICATING THEIR ACFT WAS INTERFERING WITH RWY 26R LNDG TFC BECAUSE THEY WERE ON TXWY L.
WE WERE GIVEN POS AND HOLD ON RWY 26L AND WERE THEN ADVISED ALL S AND W DEPS WERE SHUT DOWN; PROBABLY FOR THE NEXT 10 MINS. ASKED TWR IF WE COULD CLR THE RWY BY TAXIING TO L10 THEN MAKE A R TURN E ON TXWY L TO HOLD SHORT OF RWY 26L AT L11. WAS TOLD TO EXPEDITE TO L10 AS THERE WAS AN ACFT ON SHORT FINAL TO RWY 26L. THERE WAS SOME CONFUSION AS WHAT TO DO AFTER WE CLRED RWY 26L AT L10 SO WE TURNED R ON TXWY L. THE TWR TOLD US NOT TO GO DOWN TXWY L AS ACFT WOULD NOT BE ABLE TO LAND RWY 26R IF WE DID. WE STOPPED THE ACFT AND HELD OUR POS. TWR THEN TOLD US TO EXPEDITE DOWN TXWY L TO L11 FOR POS AND HOLD RWY 26L. AS WE WERE TAXIING E ON TXWY L; TWR TOLD AN ACFT ON FINAL TO RWY 26R TO S-TURN TO THE N. THIS CONFUSED THOSE GUYS AND THEY ELECTED TO GO AROUND. THERE IS NO MENTION OF THIS RESTR TO BE ON TXWY L WITH ACFT LNDG ON RWY 26R ON THE COMMERCIAL ARPT PAGE OR ON ANY ACR PAGES. THE CTLRS OBVIOUSLY KNEW BUT WE HAD NO IDEA. HAD THERE BEEN A NOTE WE WOULD HAVE HAD BETTER SITUATIONAL AWARENESS OF THE BIGGER PICTURE. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE FO STATED THAT THE CREW'S CONFUSION BEGAN AFTER ATC CLEARED THEM DOWN RWY 26L TO CLEAR AT TXWY 'L10' AND THEN TO HOLD SHORT OF RWY 26R. THE CAPT DID NOT HEAR 'HOLD SHORT OF RWY 26R' AND SO TURNED RIGHT ON TXWY 'L' AFTER EXITING RWY 26L AT TXWY 'L10'. ATC DIRECTED THEM TO HOLD THEIR POSITION JUST PAST THE INTXN. BECAUSE THE WEST AND SOUTH DEPARTURES WERE BEING HELD ON THE GND; THERE WAS A GREAT DEAL OF RADIO TRAFFIC AND SO SOME COMMUNICATIONS WERE MIXED OR BLOCKED. WHY ATC DID NOT WANT THEIR ACFT ON TXWY 'L' HEADED EAST BETWEEN TXWY 'L10' AND 'L11' IS UNCLEAR TO THE REPORTER. IF IN FACT A RESTRICTION EXISTS BECAUSE OF RWY 26R LNDG TFC THEN A NOTE OF SOME SORT SHOULD BE INCLUDED ON THE CHART EXPLAINING THE RESTRICTION.
