ZNY CTLR VOICED CONCERN REGARDING NON RADAR APPLICATIONS IN HIS/HER SECTOR; ALLEGING LACK OF TRAINING AND CONFUSED SEPARATION STANDARDS.
THE CTLRS AT ZNY ARE BEING REQUIRED TO WORK BDA SECTOR NON-RADAR WITHOUT RECEIVING PROPER TRAINING. ALL NEW AIRWAYS HAVE BEEN IMPLEMENTED AND WE DON'T KNOW WHAT SEPARATION STANDARDS ARE REQUIRED. THEREFORE; I HAVE NO IDEA IF WHEN I WAS WORKING ON THE RA POS WHEN WE DSNDED ACFT AND HAD THEM LEVEL OFF IF THEY WERE IN CONFLICT WITH OTHER NON RADAR TFC THAT WE DIDN'T KNOW ABOUT. IN ADDITION; WE REQUESTED REFRESHER TRAINING ON NON RADAR PROCS AND WERE DENIED. WHEN REVIEWING 7110.65; I AM UNCLR AS TO WHETHER WE HAD THE REQUIRED SEPARATION ON SAME ARRS AND DEPS NON RADAR. WE NEED TRAINING ON NON RADAR PROCS DESPERATELY IN AREA F AT ZNY. WE ARE USING 'COMMON SENSE' AND A COMBINATION OF DIFFERENT INTERPRETATIONS OF THE 7110.65 AND VARIOUS RANDOM DECLARATIONS FROM MGMNT WITHOUT CLR AND CONCISE RULES AND REQUIREMENTS. WE WERE NEVER GIVEN SIMULATOR TRAINING ON NON RADAR AND WHAT TRAINING IN THE CLASSROOM I WAS GIVEN 3 YRS AGO HAS NEVER BEEN REFRESHED AND IS OBSOLETE DUE TO THE NEW AIRSPACE. WE WERE GIVEN 2 DAYS OF TRAINING ON THE ENTIRE NEW AIRSPACE THAT AFFECTS EVERY SECTOR WE WORK. THE INCREASED WORKLOAD OF THAT ALONE HAS SERIOUSLY AFFECTED THE MORALE AND COMFORT LEVEL OF EVERY CTLR. NOW ADD THE UNEXPECTED COMPLETE RADAR FAILURE AT THE BERMUDA SECTOR AND WE ARE COMPLETELY UNPREPARED TO HANDLE THE TFC. MGMNT HAS DECIDED TO RERTE ALL OVERFLTS; WHICH SOLVES ONE PROB BUT NO ONE IS FAMILIAR ENOUGH WITH ARR AND DEP PROCS. THE DELAYS TO THE AIR TFC ARE VERY SIGNIFICANT AND I FEEL LIKE UNLESS THERE IS A CATASTROPHIC ACCIDENT NOTHING WILL CHANGE. I FEEL LIKE THE REASON WE ARE NOT RECEIVING REFRESHER TRAINING IS BECAUSE MGMNT DOESN'T KNOW THE REQUIREMENTS AND ARE UNWILLING TO GO ON RECORD WITH ANY GUIDANCE. WE ARE LEFT FLOATING IN THE WIND AND IF SOMETHING BAD HAPPENS; THEY WILL COMPLETELY HANG THE CTLRS. WE NEED SOMEONE WITH THE REQUIRED KNOWLEDGE TO IMPLEMENT A SAFE AND THOROUGH TRAINING PROGRAM -- IMMEDIATELY.
