A B737 FO WAS WORKING A MINOR PROBLEM WITH LOCAL MAINT PERSONNEL BY RADIO DURING TAXI OUT AND WAS GIVEN IMPROPER PROCEDURES.
UPON TAXI OUT; FO LOST DISPLAY ON FMC. I WROTE UP THE DISCREPANCY IN THE MEL BOOK. CALLED ZZZ MAINT TO ISSUE ENRTE MEL. PROCEEDED TO APPLY MAINT PROCS. WAS TOLD TO PULL AND RESET CIRCUIT BREAKER. WHEN I HAD COMPLETED THE MAINT PERSON'S INSTRUCTIONS; I ASKED FOR THE VERBIAGE TO FILL OUT THE CORRECTIVE ACTION BLOCK OF THE MEL BOOK. THIS INDIVIDUAL BEGAN TO PAUSE FREQUENTLY AND ALMOST SEEMED LOST IN THE PROCESS. BEING UNCOMFORTABLE WITH HIS RESPONSES; WE CALLED ZZZ MAINT CTL WHO INFORMED US THAT WE SHOULD NOT HAVE PULLED AND RESET THE BREAKER. THIS WAS NOT PART OF THE MEL PROC. WE 'LINED OUT' THE PREVIOUS CORRECTIVE ACTION (ZZZ MAINT) AND APPLIED THE CORRECT PROC AND PAPERWORK TO THE INOP ITEM (ZZZ MAINT). I WAS UNDER THE IMPRESSION THAT ZZZ MAINT CTL'S ACTIONS WERE AT THE DIRECTION OF ZZZ MAINT CTL. THIS WAS OBVIOUSLY NOT THE CASE. OUR COMPANY PROCS PROHIBIT A FLT CREW FROM PULLING AND RESETTING CIRCUIT BREAKERS UNLESS DIRECTED BY OUR QRH OR DIRECTED BY MAINT CTL IN RELATION TO AN MEL. THE PROCS APPLIED BY ZZZ MAINT WERE NOT PART OF ANY MEL WHICH IS WHY I AM FILLING OUT THIS NASA RPT.
