A CRJ-200 FLT CREW NOTICED AT CRUISE THAT THE FLAP POS INDICATOR WAS FLUCTUATING BETWEEN 0 AND 2. AFTER CONSULTING WITH MAINT; THEY DIVERTED TO A NEARBY AIRPORT.
AT FL300 60 MI E OF ABC; MY FO NOTICED A CONFIGN CHANGE BY POINTING AT THE EICAS. THE FLAP INDICATOR HAD COME ON AND WAS INDICATING AN UNCOMMANDED FLAPS DEPLOYMENT TO 2 DEGS AND THEN BACK TO 0 DEGS AND THEN 2 DEGS AND THEN 0 DEGS. THIS WENT ON FOR ABOUT 10 SECONDS AND THEN WENT AWAY. THERE WAS NO ASSOCIATED OVERSPD WARNING. OUR INDICATED SPD 270 KIAS; .74 MACH. WE ENSURED THE FLAP SELECTOR HAD NOT BEEN MOVED AND THAT IT WAS IN THE FULL RETRACTED POS AND I SLOWED THE ACFT TO 230 KTS AND ASKED FOR LOWER (12000 FT) AND ASKED MY FO TO SEE IF THERE WAS A QRH FOR UNCOMMANDED FLAP EXTENSION. WE DID NOT SELECT THE FLT CTL PAGE AS WE WERE TRYING TO GET THE ACFT OUT OF A VULNERABLE POS AT THE GIVEN SPD AND HIGH ALT. THE FLT ATTENDANT WAS ASKED TO VISUALLY VERIFY THE FLAP POS AND SHE SAID THAT THEY APPEARED TO BE IN THE UP POS. ATC ASKED IF WE HAD A PROB AND WE TOLD THEM OF OUR SITUATION AND THEY EXPEDITED OUR REQUEST. TROUBLESHOOTING; WE FOUND NO HELP OTHER THAN THE FLAP ASYMMETRY CHKLIST OR A FLAPS FAIL TO HELP US. I CONTACTED COMPANY MAINT AND THEY WERE GREAT. WE THOUGHT IT WAS AN INDICATION BUT THIS WAS A SITUATION THAT THEY HAD NEVER SEEN AND WE BOTH FELT THAT THE CONSERVATIVE PATH OF DIVERTING WOULD BE BEST. ZZZ WAS RIGHT IN FRONT OF US AND WE TOLD ATC THAT WE NEEDED TO DIVERT. ZZZ OPS WAS NOTIFIED AND WE LANDED IN A 0 DEG FLAP CONFIGN SO AS NOT TO AGGRAVATE AN UNKNOWN MALFUNCTION OF THE FLAP SYS. I DID NOT DECLARE AN EMER BUT I DID ASK TO HAVE EMER VEHICLES READY FOR ANY OTHER UNFORESEEN COMPLICATIONS. THE LNDG WT WAS 45000 LBS AND OUR SPD WAS 168 +5 FOR A LNDG SPD OF 173 KTS. UNEVENTFUL NO FLAP LNDG AND TAXI IN.
