FLT CREW REPORTS TAILORED ACR SPECIFIC COMMERCIAL SUPPLIER ARPT PAGES FOR SVMC ARE INACCURATE.

Narrative

THE COMMERCIAL CHARTS DO NOT HAVE THE TXWYS AND INTXNS LABELED AS WELL AS THEY NEED TO BE. THE AIRFIELD MARKINGS ARE VERY WELL DONE AND PROMINENTLY LIGHTED AT NIGHT. TXWYS I AND J ARE CRUCIAL TO BE LABELED. THESE ARE THE 2 MOST OFTEN USED TXWYS WHEN WE LAND AT NIGHT IN SVMC AND TURN ONTO THE INTL RAMP FOR PARKING. THE NOTE ABOUT BACK TAXIING AND USING TXWYS C AND D IS MISLEADING. IT HAS BEEN MY EXPERIENCE TO BE CLRED FOR BACK TAXI ON RWY 3R/21L. THE FIRST BULLET SHOULD ADD THAT TXWY WILL CONNECT TO TXWY J UPON XING RWY 3R/21L. THE SECOND BULLET SHOULD BE AMENDED TO ADD THAT TXWY I CONNECTS RWY 3R/21L TO THE INTL RAMP. TXWY I IS THE 'CTR TXWY' (UN-NAMED).' THE GRAPHIC OF OUR GATE LEADS YOU TO BELIEVE THE ACFT HDG; WHEN PARKED; WOULD BE 010-020 DEGS. THE ACTUAL HDG IS 125 DEGS AND IS MORE PARALLEL TO THE INTL TERMINAL; OR PERPENDICULAR TO THE RWYS. ENTERING THE INTL RAMP ON TXWY I REQUIRED AN IMMEDIATE 90 DEG L TURN AND A 90 DEG R TURN TO PARK. THE COMMERCIAL CHART WOULD LEAD YOU TO ENTER THE INTL RAMP FROM TXWY I AND MAKE A 50-70 DEG L TURN IN TO GATE. OUR DEP IN AUGUST WAS COMPLICATED BY THE LACK OF QUALITY OF RADIOS AND THE MARGINAL ENGLISH LANGUAGE OF THE CTLRS. ATIS WAS NOT AVAILABLE ON VHF. THIS IS PROBABLY DUE TO THE DECOMMISSIONING OF THE MAR VOR. GND WAS NOT RESPONDING TO VHF. TWR DID RESPOND ON VHF BUT THE LANGUAGE ABILITY OF THE CTLR WAS MARGINAL. WE HAD TO CLARIFY OUR PUSHBACK CLRNC AT LEAST TWICE. WHEN WE CALLED FOR TAXI CLRNC WE DID NOT UNDERSTAND THE FIRST 2 CLRNCS. WHEN WE CALLED A THIRD TIME THE TWR READ US OUR ATC CLRNC. IT WAS A SITUATION THAT MADE US THANKFUL THAT NO EMER OCCURRED THAT HAD TO BE COMMUNICATED. THE GND STAFF AT SVMC IS VERY EFFICIENT AND MOTIVATED. THEY WERE VERY CONCERNED WHY OUR OUT TIME WAS 6 MINS AFTER THEY CLOSED THE L-1 DOOR. THE ABOVE DESCRIBED COMPLICATION WITH THE RADIOS AND LANGUAGE BARRIER IMPACTED THEIR STATISTICS MORE NEGATIVELY THAN IT SHOULD HAVE.
