CITATION FLIGHT CREW EXPERIENCES ALTITUDE DEVIATION ON DEPARTURE AFTER CLEARANCE WAS CHANGED AND DISTRACTIONS ENSUED.
WE WERE DEPARTING FROM ZZZ. I WAS THE FO. I CALLED CLRNC DELIVERY AND OBTAINED AN IFR CLRNC. IT WAS GIVEN AS RAV V170 V210; 4000 FT; EXPECT 15 XPONDER; DEP. AFTER READING IT BACK I CALLED BACK TO ASK FOR A FIX BTWN V170 AND V210. CLRNC ACKNOWLEDGED THE BROKEN RTE AND CHANGED CLRNC RAV BUNTS KPNE. THE IFR DEP FOR OBSTACLE CLRNC WAS CLB TO 2600 FT BEFORE TURNING ON COURSE AND WAS REVIEWED WITH THE CAPT. I CALLED CLRNC #1 READY RWY 6. WE WERE RELEASED. I ANNOUNCED INTENTIONS FOR TKOF ON UNICOM. AIRBORNE; I CALLED CTR AND RPTED THE CLB. I CALLED 2600 FT START YOUR TURN TO THE CAPT. CTR SAID RADAR CONTACT TERRAIN CLRNC PERMITTING FLY RWY HDG FOR THE CLB. I ACKNOWLEDGED. THE CAPT ASKED ON COURSE. I SAID NO; RWY HDG NOW. I WAS STARTLED BY THE TERRAIN CLRNC PERMITTING. DID I MISS SOMETHING ON THE DEP PROC? I TOOK MY EYES OFF THE PANEL COMPLETELY AND TURNED OVER THE APCH PLATE TO RE-READ THE PROC. I WAS CORRECT; 2600 FT BEFORE TURNING ON COURSE BOTH RWYS. UPON LOOKING BACK UP; WE WERE PASSING 4800 FT AND THE CAPT AND BOTH ALT 4K. THE CAPT INITIATED A DSCNT. PASSING THROUGH 4500 FT; CTR SAID ACFT X LEVEL 5000 FT. I SAID NO LEVELING 4000 FT. CTR SAID 4000 FT WAS YOUR PRIOR CLRNC. I SAID AFFIRMATIVE. THE NEXT CTLR GAVE US A NUMBER TO CALL UPON LNDG. I HAD THOUGHT THE AUTOPLT WAS TURNED ON IN THE FIRST TURN; MY DISTR TO LOOK BACK AT THE APCH PLATE CAUSED ME NOT TO SEE THE AIRPLANE CLBING THROUGH THE ASSIGNED ALT. THE CAPT CALLED THE TELEPHONE NUMBER UPON LNDG.
