B717 CAPTAIN FAILS TO HEAR CALL FOR FLAPS TO 25 AS FIRST OFFICER SETS FMS SPEED TO APPROACH. THIS ALONG WITH POSSIBLE WIND SHEAR CAUSES LARGE AIRSPEED LOSS AND CAPTAIN ASSUMES CONTROL AS STICK SHAKER ACTIVATES.
WE WERE DSNDING ON A VISUAL APCH. BANKING TO INTERCEPT THE LOC. THE PF CALLED FOR FLAPS 25 DEGS 'SETTING FMS SPD.' I DID NOT HEAR THE PF CALL FOR FLAPS 25 DEGS SETTING FMS SPD. I NOTICED THE AIRSPD DROPPING FASTER THAN NORMAL. I (PNF) CALLED GO FULL PWR. THERE WAS NO REACTION FROM THE PF. I SET THE PWR TO FULL PWR AVOIDING GOING THROUGH THE GATES ON THE THROTTLES. THERE WAS THE NORMAL DELAY IN ENG SPOOL-UP. THE STICK SHAKER WENT OFF FOR LESS THAN 1/2 SECOND. THE SPD WAS RECOVERED. LNDG CHK WAS COMPLETED. AS THE CAPT; I TOOK OVER AND MADE A NORMAL LNDG. THIS WAS A COMBINATION OF EVENTS WITH THEM ALL HAPPENING AT ONCE. FIRST; I BELIEVE WE ENCOUNTERED WINDSHEAR. THERE WAS A SIGNIFICANT CONTRAST OF WINDS FROM 3000 FT MSL TO THE SURFACE. AT THE SAME TIME WE WERE DSNDING AND BANKING. I FEEL THESE ALL CONTRIBUTED TO THE RAPID RATE IN LOSS OF AIRSPD. SECOND; I CANNOT REMEMBER WHEN THE PF CALLED FOR SET FLAPS 25 DEGS 'SETTING FMS SPD.' I CAN ONLY ASSUME HE CALLED FOR IT THE SAME TIME I RECOGNIZED THE AIRSPD RAPIDLY DECREASING. THIRD; THE PF SHOULD HAVE ALERTED ME AGAIN IF I WAS NOT RESPONDING TO HIS REQUEST TO SET FLAPS 25 DEGS WITH HIM SETTING FMS SPD. THE PF SHOULD HAVE VERIFIED FLAPS WERE TRAVELING TO 25 DEGS BEFORE SELECTING THE FMS SPD. WITH THE AUTOPLT ON DURING AN APCH; THE PF CALLS SET FLAPS 25 DEGS 'SETTING FMS SPD;' IT SHOULD NOW BE; 'SET FLAPS 25 DEGS SET FMS SPD.' THIS PROC WOULD HAVE THE PNF SETTING THE FLAP POSITION AND THEN SETTING THE FMS SPD.
