CROSSED ACTIVE RWY WITHOUT CLRNC.

Narrative

AFTER LNDG ON RWY 21L; WE TURNED OFF RWY AND WERE TOLD BY TWR TO FOLLOW A COMPANY ACFT UP THE PARALLEL TXWY TO TXWY F AND HOLD SHORT OF RWY 21C. WE ACKNOWLEDGED. APCHING RWY 21C TWR CLRED BOTH ACFT TO CROSS 21C AND I BELIEVE CONTACT GND ON 119.65 ON THE OTHER SIDE. I CONTINUED TAXIING ON TXWY F FOLLOWING OUR COMPANY ACFT. INSTEAD OF CALLING GND AS I BELIEVE WE WERE INSTRUCTED TO DO; MY F/O BEGAN MAKING NUMEROUS CALLS TO OUR COMPANY ON RADIO #2 ALTHOUGH I HAD NOT INSTRUCTED HIM TO DO SO. I CONTINUED LISTENING ON RADIO #1. I AM NOT SURE WHETHER IT WAS TUNED TO E SIDE GND OR TWR. I DO KNOW THAT RADIO TFC WAS EXTREMELY LIGHT. I CONTINUED TAXIING ON F FOLLOWING OUR COMPANY ACFT AS PREVIOUSLY INSTRUCTED AND TAXIED ACROSS RWY 27 AND DID NOT REALIZE THAT THE F/O HAD NEVER CONTACTED GND ON 119.65. JUST PRIOR TO XING 27 I HEARD ON THE RADIO ANOTHER COMPANY FLT BEING GIVEN INSTRUCTIONS; SO I KNOW IF THE TWR HAD WANTED TO TALK TO ME I WOULD HAVE HEARD THEM. I XED RWY 27 CLRING VISUALLY BOTH WAYS. NO TFC OBSERVED. APCHING THE FIRE HOUSE WE CALLED W SIDE GND. THEY IMMEDIATELY ASKED IF WE HAD CALLED GND ON 119.65. MY F/O IMMEDIATELY RESPONDED; 'NO!'; MUCH TO MY SURPRISE. WHEN ASKED WHY HE IMMEDIATELY TERSELY REPLIED HE WAS BUSY ON OTHER RADIO. I THEN TOOK MIC AND ASKED FOR TWR PHONE NUMBER. I BELIEVE THE CAUSES FOR THE INCIDENT TO BE AS FOLLOWS: 1) THE F/O NOT USING A HEADSET; USING THE COCKPIT SPEAKER LED ME TO BE ABLE TO HEAR HIM CONSTANTLY CONVERSING ON RADIO. SINCE WE HAD BEEN INSTRUCTED TO AND NORMALLY WOULD CALL GND AS STANDARD PROC; I ASSUMED IT HAD BEEN DONE. ALSO; WHILE LISTENING ON THE #1 RADIO ON MY EAR SET I HEARD CONVERSATIONS WITH OTHER COMPANY ACFT AND THOUGHT TWR WAS AWARE OF FREQ WE WERE ON AND I HAD NOT RECEIVED ANY INSTRUCTIONS TO HOLD SHORT OF RWY 27; SO CONTINUED FOLLOWING COMPANY ACFT AS PREVIOUSLY INSTRUCTED; ACROSS 27. RWY 27 HAS BEEN SELDOM USED AS ACTIVE RWY. ALSO; A HUMAN FACTORS PROB IS INVOLVED. THE F/O IS A FULLY CHKED OUT CAPT ON THIS ACFT AND AS A RESULT OF OUR MERGER HAS BEEN DISPLACED TO F/O. HE IS CARRYING AN EXTREME CHIP ON HIS SHOULDER AND HAS BECOME THE TYPE OF F/O THAT TRIES TO TAKE OVER COCKPIT FROM THE CAPT AND RUN IT HIS WAY DESPITE INSTRUCTIONS BY CAPT. OTHER CAPTS HAVE RPTED THIS ALSO. HE CONSTANTLY TRIES TO ASSUME AUTHORITY AND MAKE COCKPIT ROUTINE GO HIS WAY; NOT AS THE NORMAL ESTABLISHED PROCS ARE. THIS CAUSES A STRAIN ON THE CAPT TO MAINTAIN A MONITORING OF WHAT IS GOING ON. MY INABILITY TO CONSTANTLY DO THIS AND ASSUMPTION FROM NORMAL HABIT THAT THE PROPER RADIO CONTACTS HAD BEEN MADE CAUSED ME TO FAIL TO REALIZE THE F/O HAD NOT CALLED ON 119.65. IN OTHER WORDS; THE F/O IS TRYING TO DO THE CAPT'S JOB INSTEAD OF DOING HIS OWN PROPERLY.
