GA SMA UNCOORDINATED PENETRATION OF ATA.

Narrative

SIGMET FOR POSSIBLE SEVERE TURB OVER COASTAL HILLS AND SIERRAS. FILED IFR SQL-SAN VIA OSI V-25 SNS V-88 LAX J-1 MZB. DUE TO RPTED TURB OVER OSI I ASKED SQL GND CTL TO CHANGE FLT PLAN TO; 'VFR TO SNS TO AVOID TURB OVER HILLS W OF SQL.' AFTER TKOF SQL TWR INSTRUCTED ME TO CONTACT PAO TWR OVER SALT PILE. PAO TWR INSTRUCTED ME TO; 'MAINTAIN 1500' FLY BAYSHORE FWY CLRED THROUGH ATA.' THEN PAO TWR TOLD ME TO; 'CONTACT BAY APCH 135.65;' OVER BAYSHORE FWY AND SAN ANTONIO RD. BAY THEN TOLD ME TO CONTACT BAY 121.3. I HAD ALREADY TURNED TOWARD LOS ALTOS HILLS. AFTER CONTACTING BAY AND ESTABLISHING RADAR CONTACT; BAY TOLD ME THAT MOFFETT TWR HAD CONTACTED HIM AND THAT I HAD ENTERED MOFFETT'S ATA. I FEEL THAT PAO TWR SHOULD HAVE NOTIFIED MOFFETT TWR AT THE HDOF POINT THAT PAO TWR HAD ASSIGNED ME 1500' OVER BAYSHORE FWY AND NOT TOLD ME TO CONTACT BAY APCH. PAO SHOULD HAVE HANDED ME OFF TO MOFFETT TWR. THE REAL PROB FOR PLTS TODAY IS TO DEAL WITH ALL THE MANY RESTR AIRSPACE; CONSTANT COM (TRY TO GET A WORD IN EDGEWISE!!); AIRPLANE SYSTEMS; CHKLISTS AND SEE AND AVOID! I COULD HAVE RISKED SEVERE TURB OR FOUGHT THE BUREAUCRATIC THICKET OF RESTR AIRSPACE. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING: RPTR WENT EXACTLY WHERE THE CTLR TOLD HIM TO GO AND WAS UNDER THE IMPRESSION THE CTLR HAD COORDINATED WITH NUQ. REALIZES THE SYS IS SHORT OF CTLRS AND FEELS THE ONLY SAFE WAY TO GO WITH ALL THE RESTR AREAS AND ARPTS IS TO FILE IFR. RPTR HAD FLOWN SEVERAL YRS WITH A MAJOR AIRLINE AND SINCE FURLOUGH FLOWN REGULARLY; SO IS NOT A NOVICE AND KNOWS WHERE ALL AREAS ARE THAT REQUIRE CLRNC.
