FAILED TO COMPLY WITH CLRNC WHEN CLEARED ON A HEADING TO INTERCEPT THE LOCALIZER.
WHILE AT 3000' MSL APPROX 22 MI N OF JEFFI LOM; WAS GIVEN A HDG OF 170 DEGS TO AVOID RESTR AREA #3009 N OF GLYNCO ARPT. WAS THEN CLRED TO 2000' MSL AND CLRED FOR AN APCH TO THE ARPT. CAPT UPON HEARING THIS INITIATED THE VORLOC MODE ON THE AUTOPLT AND THE ACFT BEGAN A TURN IN AN EASTERLY DIRECTION. I ASKED HIM WHERE HE WAS GOING. NO RESPONSE. I THEN SAW HOW THE AUTOPLT WAS CONFIGURED AND UNDERSTOOD WHAT WAS HAPPENING TO US. I TOLD HIM AGAIN; AND HE AGAIN IGNORED ME. I AGAIN TOLD HIM THAT THE AUTOPLT WAS SET UP WRONG JUST AS HE WAS PICKING UP THE MIC TO CALL JAX CENTER ABOUT JEFFI LOM MONITORING NORMAL. JAX CENTER THEN ASKED US FOR OUR BEARING TO JEFFI. MY RESPONSE WAS 200 DEGS. JAX CENTER THEN ASKED FOR MY POS FROM ST SIMONS VOR. MY RESPONSE WAS 350 DEGS AT 16 MI. JAX CENTER THEN CLRED US TO THE ST SIMONS VOR AND TO FLY THE JEFFI TRANSITION; THEN THE APCH TO THE ARPT. I WAS IN THE PROCESS OF CHANGING THE RADIOS FROM APCH FREQS TO ENRTE FREQS WHEN WE VISUALLY MADE CONTACT WITH THE ARPT. OUR POS WAS ABOUT 20 DEGS RELATIVE AT 5-7 MI. I BREATHED A GREAT SIGH OF RELIEF THAT WE HAD NOT HIT ANYBODY. LNDG WAS NORMAL AND UNEVENTFUL. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING: CAPT IN QUESTION IS THE CHIEF PLT AND WAS THE ORIGINAL PLT WITH THE CORPORATION. EXECUTIVES FEEL HE CAN DO NO WRONG BUT OTHER PLTS OF THE COMPANY FEEL THE SAME AS RPTR. DOES NOT MAINTAIN CURRENCY; FLYING ABOUT 30 HRS A YR. RPTR IS A FORMER ACR PLT AND FRUSTRATED AS TO WHAT HE CAN DO TO SOLVE THE PROB. RELUCTANT TO GO TO THE FSDO OFFICE SINCE THE INDIVIDUAL IS WELL KNOWN. DOES MAINTAIN HIS CURRENCY IN ANNUAL FLT REVIEW BUT UNDER THE MOST FAVORABLE OF CONDITIONS.
