SUPVR REPORT OF A BAD DAY AT ROC. PLTS AND GND VEHICLES CREATING HAVOC FOR ATC.
COUNTY VEHICLE CONDUCTING FIELD CHKS COMPLAINED TO TWR ABOUT HOLDING ON TXWY DUE TO ACFT ARRS AND DEPS. VEHICLE WANTS OPPOSITE DIRECTION UP TXWY THAT IS ONLY ACCESS TO ACTIVE RWY. EIGHT JET ACFT ON TXWY; SOME WITH RELEASE AND CLRNC VOID TIMES. ASSISTANT MGR AND MGR HAVE TOLD ME (AREA SUPVR) I SHOULD GIVE PRIORITY TO VEHICLE OVER ACFT MOVEMENTS. WE DISAGREE ON THIS POINT AND MY RATING REFLECTS THIS POINT. I AM BEING TOLD TO DELAY THE ACFT REQUIRED TO CLEAR ACFT TO AN UNUSABLE RWY. (RWY UNUSABLE WHILE VEHICLE IS ON IT. XA13Z COUNTY CONDUCTS ANOTHER FIELD CHK. OUR SOP REQUIRES THEY DO IT IN OPPOSITE DIRECTION TO FLOW OP TFC. COUNTY DOES NOT DO THIS COUNTY GETS UPSET WHEN WE REQUEST IT AND THEY COMPLAIN TO MGR OF FACILITY. CTLR CAN NOT COMPLY WITH SOP. XA30Z. SMA IFR; LANDS RWY 4 AND TOLD TO TURN RIGHT ON TXWY. MISSED TXWY AND TOLD TO TURN RIGHT ON NEXT TXWY; MAKE RIGHT TURN AND STOPS JUST OFF SIDE OF RWY. ACR LGT LANDING RWY 4. SMA THEN MAKES LEFT TURN AND TAXIES TO NEXT INTERSECTION TO CLEAR; ALL THE TIME GND CTLR IS TELLING HIM NOT TO TURN LEFT. ACFT DOES NOT REENTER RWY; BUT IS VERY CLOSE TO EDGE. XB30Z. MLG X REQUESTS TAXI INSTRUCTIONS FROM GATE. ISSUE RTE OF B AND TO HOLD SHORT OF RWY 10. (RWY 4; 7; 10 IN USE). GND CTL OBSERVED ACFT START OUT TXWY C AND ACFT TOLD TO STOP DUE TO OPPOSITE DIRECTION MLG Y EXITING RWY 4 AT HIGH RATE OF SPEED. MLG X RECLRED VIA TXWY C; AND D TO HOLD SHORT OF RWY 10 FROM ON D. MLG X ADVISED GND CTL HE IS NOW GOING OPPOSITE DIRECTION MLG Y EXITING RWY 4 AT HIGH RATE OF SPEED. MLG X RECLRED VIA TXWY C; AND D TO HOLD SHORT OF RWY 10 ON D. MLG X ADVISED GND CTL HE IS NOW GOING TO CROSS RWY 10. GND CTL HAD NOT CLRED ACFT ACROSS RWY 10 AT THIS TIME; BUT HAD MADE NECESSARY (7110) COORDINATION WITH LOCAL CTL AND CLRED ACFT ACROSS RWY 10. ACFT CAPT NOT COMPLYING WITH ANY ATC INSTRUCTIONS WHATSOEVER. UNPROFESSIONAL AND UNSAFE TO ALL ACFT OPERATING IN NAS SYSTEM. XC10Z. SMA; CLOSED TFC RWY 7. TOUCH AND GO TFC BEING CONDUCTED IN THE ROCHESTER ARSA. ACFT GIVEN TWO CTL INSTRUCTIONS TO SEPARATE FM DEP TFC ON RWY 4 AND RWY 7. ACFT DID NOT ACKNOWLEDGE INSTRUCTIONS AND TURNED R BASE FOR RWY 7. IN PSN DELAYED FIVE MINUTES; SMT IN PSN ANOTHER RWY DELAYED FOUR MINS. SMA SENT AROUND AND RESEQUENCED IN TFC PATTERN. ACFT PLT CALLED ON PHONE AND SAID HE NEVER HEARD CTL INSTRUCTIONS SOMETHING WAS WRONG COULD NOT COMPLY WITH ATC INSTRUCTIONS. I CONSIDER THIS UNSATISFACTORY OPERATION. TOUCH AND GO TFC IN ARSA ENVIRONMENT QUESTIONABLE. I AM THE AREA SUPVR ALL THESE INCIDENTS ARE KNOWN TO SUPVR. FAC MGMNT DOES NOT CONSIDER THESE REPORTABLE EVENTS. I BELIEVE THEY IMPACT THE NAS SYSTEM AND SHOULD BE HANDLED FORMALLY. AGAIN I AM AT ODDS WITH MY SUPVR. I CAN NOT CARRY THESE ITEMS FURTHER BECAUSE I FEAR RETALIATION.
